REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
August 21, 2017
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Conference Room, 40 Broad St., Middletown, CT 06457 on Monday, August 21, 2017.
Chairman Noglow called the meeting to order at 5:02 p.m. and called the roll.
PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner, Senova Stone, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.
ABSENT: Izzy Greenberg, Commissioner
PUBLIC SESSION: None
FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Stone ; seconded by Commissioner Cacciola, it was unanimously voted to approve the minutes of July 10, 2017 meeting as submitted.
APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 7/31/17 A/R which shows an decrease of $2639.19 for Conn 9-2; an decrease of $584.88 for Conn 9-3; an decrease of $1575.93 for Conn 9-4; no change for Conn 9-5, a decrease of $642.22 for State Family and a decrease of $25.00 for E -101.
LEGAL ACTION: Attorney Boccalatte reported on his 7/31/17 report. Five new eviction cases were opened this month and $645.00 was collected for vacated accounts.
FINANCIAL: None
SECTION 8: Mr. Vasiliou reported that as of 7/7/17 there are 848 Section 8 units in place and the average payment per unit is $754.20
PERSONNEL: None
MAINTENANCE: 173 work orders completed in June.
MODERNIZATION: EverSource LED Incentives: Sbona post installation inspection is being scheduled, Marino Manor and Monarca site lights completed; additional measures are being considered at MR (Basement insulation and heat pump water heaters, as well as Sbona HVAC rebates) Traverse Square Switchgear: Reviewing bid dates with Giufridda Eng.; Entry System and Greenhouse Roofs: award letter sent to ESCS for key fob portion and Advancd Security for main door/apartment audio visual entry system.
SPECIAL REPORTS: None
OLD BUSINESS: Mr. Vasiliou reported that MGRS has informed the Housing Authority that their tenant at 150 William St. will move in on 8/25/17.
NEW BUSINESS: Mr. Vasiliou informed the Commission on Hud’s rule for a smoke-free environment in public housing; a no smoking policy will be written for review.
OTHER BUSINESS: None
There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:32 p.m.
