REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
September 11, 2017
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Conference Room, 40 Broad St., Middletown, CT 06457 on Monday, September 11, 2017.
Chairman Noglow called the meeting to order at 5:04 p.m. and called the roll.
PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner, Senova Stone, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.
ABSENT: Izzy Greenberg, Commissioner
PUBLIC SESSION: None
FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Vice Chairman Santacroce ; seconded by Commissioner Cacciola, it was unanimously voted to approve the minutes of August 21, 2017 meeting as submitted.
APPROVAL OF BILLS: On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 7/31/17 A/R which shows an decrease of $1945.25 for Conn 9-2; an decrease of $1160.45for Conn 9-3; an decrease of $10.31 for Conn 9-4; no change for Conn 9-5, a decrease of $2674.53for State Family and no change for E -101.
LEGAL ACTION: Attorney Boccalatte reported on his 8/31/17 report. It was a fairly standard month in terms of new activity and collections are decent at $817.79
FINANCIAL: None
SECTION 8: Mr. Vasiliou reported that as of 9/8/17 there are 846 Section 8 units in place and the average payment per unit is $740
PERSONNEL: None
MAINTENANCE: 219 work orders completed in August.
MODERNIZATION: EverSource LED Incentives: Sbona post installation inspection is completed; additional measures are being considered at MR (Basement insulation and heat pump water heaters, as well as Sbona HVAC rebates); Traverse Square Switchgear: Bids are due Sept. 26, walkthrough is Sept. 12.; Entry System and Greenhouse Roofs: Contract is signed and submittals underway with ESCS for key fob portion. Advanced Security contract is signed and work is underway at Sbona for Main Door/Apartment Audio Visual entry system.
SPECIAL REPORTS: None
OLD BUSINESS: Mr. Vasiliou reported on the settlement agreement regarding Aegis Insurance Company, of seeking clarity of language of warrantees. On motion by Commissioner Cacciola; seconded by Vice Chairman Santacroce it was unanimously voted to move forward with settlement, subject to review and approval of Counsel and Executive Director.
NEW BUSINESS: Mr. Vasiliou presented the Commissioner with a draft of the Smoke-Free Policy. No action taken.
OTHER BUSINESS: None
There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:38 p.m.
