REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

October 10, 2017

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Conference Room, 40 Broad St., Middletown, CT 06457 on Tuesday , October 10, 2017.

Chairman Noglow called the meeting to order at 5:03 p.m. and called the roll.

PRESENT:  Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner, Senova Stone, Commissioner ( late arrival )

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Izzy Greenberg, Commissioner

PUBLIC SESSION: A Sbona Tower resident, John Fenner, spoke of issues relating to Sbona Tower. His concerns over parking, camera surveillance, etc were heard by the Board.

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Cacciola; seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of September 11, 2017 meeting as submitted.

APPROVAL OF BILLS:  On motion by Vice Chairman Santacroce; seconded by Commissioner Cacciola, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on a very good month in receivables. The A/R report of 9/30/17 shows a decrease of $1954.73 for Conn 9-2; an decrease of $4202.10 for Conn 9-3; an decrease of $5090.60 for Conn 9-4; no change for Conn 9-5, a decrease of $994.42 for State Family and no change for E -101.

LEGAL ACTION:  Attorney Boccalatte reported on his 9/29/17 report. It was a relatively quiet month in new matters being opened and collections are low at $280.84.

FINANCIAL: There is a delay with the finalization of the audit, but it has been rescheduled.

SECTION 8:   Mr. Vasiliou reported that as of 10/6/17 there are 843 Section 8 units under contract and the average payment per unit is $761.31.

PERSONNEL:  None

MAINTENANCE: 165 work orders completed in August.

MODERNIZATION: EverSource LED Incentives: there is funding available for incentive programs and additional measures are being considered at Sbona – mechanical upgrades; MR –  insulation and heat pump water heaters; Traverse Square Switchgear: Holzner Electric is the apparent low bidder, bids under review by GEI. Entry System and Greenhouse Roofs: New key fob system is replacing outdated one.  Advanced Security progressing at Sbona for Main Door/Apartment Audio Visual entry system.

OLD BUSINESS: Mr. Vasiliou reported that the Aegis Insurance Company issue has been resolved.

NEW BUSINESS: Mr. Vasiliou informed the board that City Church is involved in a city-wide public service endeavor and will be providing  landscaping services at Marino Manor on October 14, 2017.

OTHER BUSINESS:  None

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:40 p.m.
