July 2018 Meeting Minutes

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

July 9, 2018

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, July 9, 2018.

Chairman Noglow called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner; Senova Stone, Commissioner; Larry Riley, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Facilities Manager;

John Boccalatte, Esq., Tom Guzzi, Financial Manager

ABSENT: None

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Vice Chairman Santacroce; seconded by Commissioner Cacciola, it was unanimously voted to approve the minutes of June 11, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 6/30/18 A/R which shows an increase of $11,465.88 for Conn 9-2, an increase of $7167.34 for Conn 9-3, a increase of $10,673.52 for Conn 9-4, an increase of $7.62 for Conn 9-5, an increase of $1499.87 for State Family and an increase of $49.61 for E -101. Increases are a result of excess utilities (air conditioner) charges applied to tenant accounts.

LEGAL ACTION: Attorney Boccalatte reported on his 5/31/18 report. Collections continue to be low. Atty Boccolatte informed the Commission that there are local services available to help collect on vacated accounts. This will be further discussed with the Executive Director.

FINANCIAL: Mr. Guzzi reported that the finance department is preparing for the annual audit.

SECTION 8:   Mr. Vasiliou reported that as of 7/6/18 there are 811 Section 8 units in place and the average payment on behalf of tenants is $773.01.

PERSONNEL: None

MAINTENANCE: 231 work orders completed in June.

MODERNIZATION: Traverse Electrical Switchgear – Switchgear unit has been ordered and arrival expected early September. Site work to begin end of August; Sbona Greenhouse Design – drawings 70% complete. Expected bid opening Sept 1; Sbona Parking Gates – MHA to perform selected site work to allow gate installation firms to bid on gate portion. Sbona Roof –Awaiting engineer report; Traverse Square – K. Morgan Assoc. is lowest responsive bidder for selected exterior painting. Moderate Rental – window well replacement continuing on Rogers Road.

 

OLD BUSINESS: Mr. Vasiliou notified the Commission that MHA has received a bill for health insurance administrative fee for $5000 from City of Middletown. He will inquired about the details and advise the Commissioners.

NEW BUSINESS: None

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by Vice Chairman Santcroce, seconded by Chairman Noglow, it was unanimously voted to adjourn the monthly meeting at 5:39 p.m.
