June 2018 Meeting Minutes

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

June 11, 2018

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, June 11, 2018.

Chairman Noglow called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner; Senova Stone, Commissioner; Larry Riley, Commissioner

AlSO PRESENT: William Vasiliou, Secretary; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: None

PUBLIC SESSION: John Fenner, a resident of Sbona Tower spoke of issues relating to Sbona Tower. His concerns over parking, and fire extinguishers, etc. were heard by the Board.

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Cacciola; seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of May 14, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 5/31/18 A/R which shows an increase of $708.69 for Conn 9-2, an increase of $842.37 for Conn 9-3, a decrease of $1116.04 for Conn 9-4, no change for Conn 9-5, an increase of $9718.81 for State Family and a decrease of $28.75 for E -101. Overall it was a good month in collections.

LEGAL ACTION: Attorney Boccalatte reported on his 5/31/18 report. It was a very active month in terms of legal action activities with 8 summary process cases opened. Collections were very low.

FINANCIAL: Sec. Vasiliou presented the 2018 Income Statement Summary/Annual Report reflecting the closing of the books for fiscal year.

SECTION 8:   Mr. Vasiliou reported that as of 6/7/18 there are 819 Section 8 units in place and the per unit cost is $776.74.

PERSONNEL: None

MAINTENANCE: 210 work orders completed in May.

MODERNIZATION: Traverse Electrical Switchgear – awaiting final ok from Eversource on underground utility line; Sbona/Monarca Entry System – reviewing closeout/final paperwork; Greenhouse Design – architect walkthrough on June 13; Sbona Parking Gates – revising scope and options for re-bid. Sbona Roof – warranty work above apts 1202-1204 being performed by Macri Roofing and source of roof wide leak issues being investigated further by engineer; Traverse Square – bids received and under review for exterior painting on red and green facades. Moderate Rental – window well replacement continuing on Rogers Road.

OLD BUSINESS:  Mr. Vasiliou reported that the resident VAWA complaint was withdrawn.

NEW BUSINESS: None

OTHER BUSINESS: Non

 

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to adjourn the monthly meeting at 5:42 p.m.
