REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
April 8, 2013
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, April 8, 2013.
Chairman Osborne called the meeting to order at 5:05 p.m. and called the roll.
PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman; Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.
ABSENT: Senova Stone,Commissioner; (excused absences.)

FOLLOW-UP REPORT: NONE
APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the minutes of the March 11, 2013 monthly meeting as submitted.
On motion by Commissioner Santacroce, seconded by Comisssioner Noglow; it was unanimously voted to approve the minutes of the April 2, 2013 annual meeting as submitted.
APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 3/31/13 A/R which shows decreases of $3,670.30 for Conn 9-2 and $7,984.15 for Conn 9-3, 757.85 for Conn 9-4, $9,060.30 for MR and $1,913.70 for MM. There was no change at Conn 9-5.
LEGAL ACTION: Attorney Boccalatte stated his 3/28/13 report shows two summary process actions started and $498.30 collected on vacated accounts.
FINANCIAL: NONE
SECTION 8: 801 Section 8 units were under lease as of 4/1/2013. Funding levels are at 99.07% of budget. Mr. Vasiliou informed the Board that a briefing and voucher release was held on April 2, 2013 and 55 vouchers were released.
He reported that a total of 86 HCV vouchers have been utilized at the Carabetta complexes as of April 1, 2013. Carabetta has begun to increase rents at their complexes, but several complexes have passed the three year look-back time frame for residents to utilize the enhanced voucher program.
PERSONNEL: NONE
MAINTENANCE: 227 work orders were completed in March. Vacant unit prep continues at all complexes.
MODERNIZATION: Federal: Security Camera Upgrade project continues. Due to the technical nature of the upgrades, the review process is ongoing. MR: Gibralter contract signing for electriacl upgrades is scheduled for Friday, April 12. Quisenberry/Arcari architects are updating plans for windows/siding/roof/furnaces projects. SHRP documents are closed and sent to CHFA/DECD for review and signatured. MM: Stanley Construction is apparent low bidder for kitchen cabinet project. Bid & proposed cabinet are under review by the architect.
