REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

APRIL 9, 2012

The Regular Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, April 9, 2012.

Treasurer Santacroce called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Sebastian J. Santacroce, Commissioner; Lois Carreiro, Commissioner; Izzy Greenberg, Commissioner 

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Boccalatte, Esq.

ABSENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman; (excused absence.)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Carreiro, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the March 12, 2012 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Greenberg,  seconded by Commissioner Carreiro; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 3/31/2012 A/R  which shows decreases of $10,457.54 for Conn 9-2, $7,953.33 for Conn 9-3, $2,656.24 for Conn 9-4, $378.47 for Conn 9-5, 7,424,25 for MR and $50.00 for E101. Decreases are due in part to annual collection loss write-offs.

LEGAL ACTION: Attorney Boccalatte stated his 3/30/2012 report shows that no summary process actions started and $357.42 collected on vacated accounts.

FINANCIAL: None

SECTION 8: 720 Section 8 units were under lease as of 4/1/2012. Funding levels are at 102.07% of budget. Mr. Vasiliou reported that the Section 8 lottery will be held on April 11, 2012 – 1400 names will be drawn and placed on a waiting list. A briefing and release of approximately 75-100 vouchers will be held on June 11,2012 at Mercy High School. He also reported that 71 of the approximately 480 Carabetta units have been leased as of 4/1/2012.

PERSONNEL: NONE

MAINTENANCE: Mr. Vasiliou explained the PHAS reporting system for work orders as required by HUD. MHA has been designated a high performer under this system of assessment for FYE 3/31/3012.

MODERNIZATION: Sbona Tower: Lower roof is complete. Main roof coating will be done in spring. MT: Roofing project is complete – awaiting final paperwork. TS: Punch list work being completed by contractor.

OLD BUSINESS: NONE

NEW BUSINESS: Mr. Vasiliou reported that MHA’s application for the DECD Revitalization grant money is in the final group for consideration by the State of Connecticut. A final decision date has not been set for the awards.

There being no further business to come before the Commission, on motion by Commissioner Greenberg, seconded by Commissioner Carreiro; it was unanimously voted to adjour the monthly meeting at 5:25 p.m.
