REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
August 13, 2012
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, August 13, 2012.
Chairman Osborne called the meeting to order at 5:03 p.m. and called the roll.
PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman; Sebastian J. Santacroce, Commissioner; Senova Stone, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; Attorney John Boccalatte
ABSENT: Izzi Greenberg, Commissioner (excused absence.)

FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the minutes of the July 9, 2012 meeting as submitted.
APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 7/31/2012 A/R which shows increases of $265.12 for Conn 9-2, $585.36 for Conn 9-3, $363.42 for Conn 9-4, $154.60 for MR and $304.16 for E101. There was no change at Conn 9-5.
LEGAL ACTION: Attorney Boccalatte stated his 7/31/2012 report shows 1 wage attachment and 1 small claims action started and $182.46 collected on vacated accounts.
FINANCIAL: Mr. Guzzi presented the quarterly statements for the State of CT complexes for the period ending 6/30/2012. E101 (Marino Manor) showed a net gain of $4,818.25 for the period. Retained earnings are adequate. Moderate Rental showed a net gain of $19,931.28 for the period. Retained earnings are adequate.
RESOLUTION 2012-11
At the August 13, 2012 monthly meeting of the board of Commissioners of the Housing Authority of the City of Middletown, the following resolutions were offered, seconded and adopted:
SECTION 8: 743 Section 8 units were under lease as of 8/1/2012. 78 Enhanced vouchers (Carabetta) were under lease as of 8/1/2011. Funding levels are at 153.24% of budget.
Mr. Vasiliou reported that the release of vouchers two months ago has resulted in 38 new leases for the month of August. The next briefing and voucher release will be held in October. He also reported that he has requested and received permission from HUD to project base 50 vouchers. There is a bidding process that has been advertised for the implementation of these vouchers. An independent panel will review and award the vouchers to the selected parties. MHA will apply for 40 vouchers to project base E101 (Marino Manor.)
PERSONNEL: NONE
MAINTENANCE: 163 work orders were completed in July. Vacant unit prep continues at the Moderate Rental complex.
MODERNIZATION: Sbona Tower: Awaiting final paperwork from Quality Improvements to release retainage. MR: Basement window replacement continues.
Mr. Vasiliou reported that he has met with DECD/CHFA regarding the revitalization monies that were awarded to MHA. This revitalization work will be done in four (4) phases: (1) rewiring of all remaining units, (2) reroofing of all buildings, (3) replacement furnaces in all remaining units and (4) replacement siding, insulation and windows.
OLD BUSINESS: NONE
NEW BUSINESS: On motion by Commissioner Santacroce, seconded by Commissioner Stone: it was unanimously voted to adopt Resolution 2012-12 and waive reading of same.
