REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

February 11, 2015

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Wednesday, February 11, 2015.

Chairman Noglow called the meeting to order at 5:05 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian J. Santacroce, Vice Chairman; Izzy Greenberg, Commissioner (phone); Phil Cacciola, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Senova Stone, Commissioner (excused absence.)

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the minutes of the November 10, 2014 meeting as submitted. Commissioner Greenberg abstained from the vote.

On the motion by Commissioner Greenberg, seconded by Vice Chairman Santacroce; it was unanimously voted to approve the minutes of the December 8, 2014 meeting as submitted. Commissioner Cacciola abstained from the vote.

On the motion by Commissioner Cacciola, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the January 12, 2015 meeting as submitted. Vice Chairman Santacroce abstained from the vote.

APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 1/31/15 A/R which shows decreases of $1,041.44 for Conn 9-2, $1,084.87 for Conn 9-4, $31.05 for Conn 9-5, $2,255.62 for MR and $194.95 for E101. A net increase of $723.68 for Conn 9-3 was also noted.

LEGAL ACTION: Attorney Boccalatte stated his 1/30/15 report shows 3 summary process actions started and $345.00 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the quarterly financial statements for the CT State housing complexes for the period ending 12/31/2014. The Moderate Rental complex showed a net gain for $297,510.50 for the period. Retained earnings are adequate. The Marino Manor complex showed a net gain of $24,591.10 for the period. Mr. Vasiliou submitted the proposed write off list for the marino manor complex. On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adopt Resolution 2015-5 and waive reading of same.

RESOLUTION 2015-5

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Marino Manor E-101 vacated accounts and:

WHEREAS, the Housing Authority has deemed these accounts to be uncollectible;

NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $105.16 be written off:

Mr. Vasiliou submitted the write off list for the Moderate Rental complex. On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to adopt Resolution 2015-6 and waive reaing of same.

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Moderate Rental (MR11, MR-11-A & MR 47) vacated accounts and;

WHEREAS, the Housing Authority has deemed these accounts to be uncollectible;

NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $ 8,862.49 be written off:

SECTION 8: 874 Section 8 units were under lease as of 2/1/15. The average HAP payment to landlordscontinues to increase each month. Mr. Vasiliou reported that a voucher briefing and release will be scheduled within the next month.

PERSONNEL: Mr. Vasiliou reported that Richard Smollen, maintenance department, has submitted his resignation effective April 14, 2015. 

MAINTENANCE:  124 work orders were completed in January. Vacant unit prep continues.

MODERNIZATION: TS: RFQ’s from architects for the roofing project have been received and are being reviewed. Boiler room site survey is complete. Recommendations are being reviewed. MR SHRP: Gibraltar will be returning to remedy identified issues with the electrical project. Mr. Vasiliou reported that there is a concern regarding the time delay of the windows/siding/roof project completion.

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to adjourn the monthly meeting at 5:58 p.m.
