REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

February 14, 2013

 

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, February 14, 2013.

Chairman Osborne called the meeting to order at 4:15 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Sebastian J. Santacroce, Commissioner; Senova Stone, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq. 

ABSENT: Evan Noglow, Vice Chairman; Izzi Greenberg, Commissioner; (excused absences.)

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Stone; it was unanimously voted to approve the minutes of the January 14, 2013 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Stone;  it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 1/31/2013 A/R which shows increases of $29.93 for Conn 9-5 and $30.00 for E101. Net decreases of $787.00 for Conn 9-2, $10.49 for Conn 9-3, $567.09 for Conn 9-4 and $5,380.44 for MR were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 1/31/2013 report shows 3 summary process actions started and $216.50 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the quarterly financial statements for the period ending 12/31/2012 for the CT State Moderate Rental and CT State Elderly complexes.

The State Elderly complex showed a net gain of $13,357.48 for the period. Retained earnings are adequate.

The Moderate Rental complex showed a net gain of $108,739.15 for the period. Retained earnings are adequate. Mr. Vasiliou reported that the PILOT program through the State of Connecticut is in jeopardy of being funded this year and may result in MHA having to make a large payment for taxes to the City of Middletown. This could adversely affect the residents of the complex and the amount of rent that is charged. He will keep the Board informed of future developments.

SECTION 8: 789 Section 8 units were under lease as of 2/1/2013.  Funding levels are at 106.5% of budget. Mr. Vasiliou informed the Board that he will be advertising another round of project based vouchers in the near future. He reported that a total of 83 HCV vouchers have been utilized at the Carabetta complexes as of February 1, 2013.

PERSONNEL: Mr. Vasiliou informed the Board that he is in the process of hiring a part-time employee for the Section 8 department.

MAINTENANCE: 247 work orders were completed in January. Vacant unit prep continues at all complexes.

MODERNIZATION: Sbona Tower: HUD “green” technical assistance site visit was held to identify potential energy saving measures. Sbona, MT & TS: A/E RFQ’s for security camera upgrades were due 2/8/13. JR & BV visited Milford to view their system and attended a technology conference on 2/1/2013. MR: Electrical re-bids were received. Gibralter is apparent low bidder. Met with Quisenberry/Arcari architects to review plans for windows/siding/roof/furnaces projects. MM: Kitchen renovation bids due early 3/7/2013 with a walk thru being held on 2/26/2013.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Stone; it was unanimously voted to adjourn the monthly meeting at 5:12 p.m.
