Meeting Minutes – January 2, 2012

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

JANUARY 2, 2012

The Regular Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, January 2, 2012.

Chairman Osborne called the meeting to order at 5:03 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman;  Evan Noglow, Vice Chairman; Sebastian J. Santacroce, Treasurer; Izzi Greenberg, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Lois Carreiro, Commissioner; (excused absent)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Greenberg,  seconded by Commissioner Santacroce; it was unanimously voted to approve the minutes of the December 12, 2011 meeting as submitted. Chairman Osborne abstained from the vote.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 12/31/2011 A/R  which shows increases of $1,329.27 for Conn 9-2 and $36.50 for Marino Manor. Decreases of $1,557.28 for Conn 9-3, $1,002.50 for Conn 9-4 and $22.37 for Conn 9-5 and 2,029.62 for MR were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 12/29/2011 report shows that 1 summary process action and 1 wage/bank attachments wee started and $120.75 was collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the Federal Budget for fiscal year beginning 4/1/2012 and the budgets, management plans and rental increases for the State Moderate and Elderly complexes. Discussion ensued and the following resolutions were adopted. Residents of the State complexes were given a 30 day comment period, ending 1/9/2012. No written or verbal comments were received by MHA during this period.

On motion by Commissioner Greenberg, seconded by Commissioner Santacroce; it was unanimously voted to adpot Resolution 2012-1 and waive reading of same.

BE IT RESOLVED BY THE Board of Commissioners of the Housing Authority of the City of Middletown that the Connecticut State Family Management Plan for fiscal year ending March 31, 2013 as well as a base rent increase of $20.00 per month for two and three bedroom units be adapted as submitted.
On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to adpot Resolution 2012-2 and waive reading of same.

BE IT RESOLVED BY THE Board of Commissioners of the Housing Authority of the City of Middletown that the Connecticut State Elderly Management Plan for fiscal year ending March 31, 2013 as well as a base rent increase of $10.00 per month for a small and large unit be adopted as submitted.
On motion by Commissioner Greenberg, seconded by Commissioner Santacroce; it was unanimously voted to adpot Resolution 2012-4.

Federal Operating Budget (see attached)

SECTION 8: 773 Section 8 units were under lease as of 1/1/2012. Funding levels are at 125.97% of budget. The Carabetta conversion work continues.

Mr. Vasiliou reported that the Section 8 waiting list will be opened for applications in February 2012. He expectes to receive approximately +20,000 pre-applications and will pull approximately 1400 names from those submitted. He is contracting with a private company that will process the pre-applications for MHA in a timely manner.

PERSONNEL: NONE

MAINTENANCE: 162 work orders were completed in December. Vacancy prep continues at all complexes. 

Mr. Rumberger reported that MHA has been selected for a pilot program for the HUD Physical Assemssement Needs that authorities need to complete every five years. An engineering group, JGMS, from Arizona has completed the assessment of all Federal complexes at no charge to MHA. Results will be forthcoming. 

MODERNIZATION: Sbona Tower:  Lower roof replacement is ocomplete. The main roof flashing & coping cap has been completed. These materials are watertight and must cure for approximately 45 days. MT: JD&D Construction has completed roof replacement on units 17-50 and the community center with four buildings left to finish. TS: Window replacements are complete on units 1-33 except for the bump-outs.

OLD BUSINESS: Mr. Vasiliou reported that a public hearing on the Annual Plan was held 1/9/2012 @ 4:00 p.m. No one from the public was present and no objections/comments were received. He also reported that the Mayor has signed off on the plan which will now be submitted to HUD for approval.

NEW BUSINESS: None

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Vice Chairman Noglow;  it was unanimously voted to adjourn the Regular meeting at 6:11p.m.
