REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
July 8, 2013
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, July 8, 2013.
Chairman Osborne called the meeting to order at 5:02 p.m. and called the roll.
PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman, Sebastian J. Santacroce, Commissioner; Senova Stone, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; Attorney John Boccalatte
ABSENT: Izzi Greenberg, Commissioner (excused absences.)
PUBLIC SESSION: Several Sbona Tower residents informed the Board of several concerns. Mr. Vasiliou invited them to bring them to the office to be addressed by the staff.
FOLLOW-UP REPORT: NONE
APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the minutes of the June 10, 2013 meeting as submitted.
APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 6/30/13 A/R which shows increases of $9,506.49 for Conn 9-2, $8,632.76 for Conn 9-3, and $9,591.12 for Conn 9-4, $49.11 for Conn 9-5, $835.01 for MR and $108.20 for MM.
LEGAL ACTION: Attorney Boccalatte stated his June 28, 2013 report shows no summary process actions started, 1 wage attachment and $199.70 collected on vacated accounts.
FINANCIAL: NONE
SECTION 8: 813 Section 8 units were under lease as of 7/01/2013. Funding levels are at 110.03% of budget. Mr. Vasiliou informed the Board that the funding cuts under sequestration may not be temporary cuts as first believed.
He reported that a total of 86 HCV vouchers have been utilized at the Carabetta complexes as of July 1, 2013.
PERSONNEL: NONE
MAINTENANCE: 214 work orders were completed in June. Vacant unit prep continues at complexes.
MODERNIZATION: Federal: Security camera upgrad grant has been submitted Grants should be awarded in September. TS: Relocation of laundry room facilties to the 1st floor continues. Overflow MHA parking awaits paving and automatic gate. MR Electrical work has begun on Daddario Road. Windows/sidings/roof bid documents are under review by architect. Furnace replacement bid documents are under review also. Weatherization work continues at all complexes. MM: Awaiting delivery of kitchen cabinets. Weatherization work continues.
OLD BUSINESS: NONE
NEW BUSINESS: Mr. Guzzi reported that the insurance bid for the State properties is out – no bill has been received.
ANY OTHER BUSINESS: Mr. Vasiliou advised the Board that MGRS has requested a credit line of up to $100,000 from MHA through the Affordable Housing Local Initiatives. MGRS is in negotiations to purchase a five (5) unit building of affordable housing on Broad Street.
