REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

May 12, 2014

 

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, May 12, 2014.

Chairman Osborne called the meeting to order at 5:01 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian J. Santacroce, Vice Chairman; Izzi Greenberg, Commissioner;

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.; Phil Cacciola

ABSENT: Senova Stone, Commissioner (unexcused absence);

PUBLIC SESSION: Mr. Vasiliou awarded the Angelo Aresco Scholarship to Clayton Smith, son of Patricia Sweeper of 35 Traverse Square. Clayton will be attending Middlesex Community College in the fall. A second recipient, Alexandria Ellis, daughter of Cynthia Ellis, of 60 Santangelo Circle, was not present.

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: Due to abstentions, the minutes of the monthly meeting held March 10, 2014 were unable to be approved and were tabled to the June monthly meeting.

Due to the abstentions, the minutes of the annual meeting held April 1, 2014 were unable to be approved and were tabled to the June monthly meeting.

On motion by Vice Chairman Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the April 24, 2014 meeting as submitted.

 APPROVAL OF BILLS: On motion by Vice Chairman Santacroce,  seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 4/30/14 A/R which shows increases of $3,069.78 for Conn 9-3, $1,023.14 for Conn 9-4, $2,111.89 for MR and $359.17 for MM. Net decreases of $1,318.19 for Conn 9-2 and $5.00 for Conn 9-5 were noted.

LEGAL ACTION: Attorney Boccalatte stated his April 30, 2014 report shows two wage attachments and one small claims action started and $727.00 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the financial statement FYE 3/31/2014 for the State of Conn Moderate Rental and Elderly complexes.

Marino Manor showed a net loss for the period of $6,036.58. Retained earnings are adequate.

Moderate Rental showed a net gain of $164,741.00. Retained earnings are adequate.

SECTION 8: 903 Section 8 units were under lease as of 05/01/14.  

PERSONNEL: NONE

MAINTENANCE:  174 work orders were completed in April. Vacant unit prep continues at all complexes. Mr. Rumberger commended the maintenance staff for their effort in repairing the recent fire and water damage to six apartments at Monarca Place. REAC inspections of all Federal complexes is scheduled for June 30, 2014.

MODERNIZATION: Sbona Tower: Work on the security camera upgrades at Sbona Tower has begun. Camera have been installed on 10th-12th floors. SHRP/MR: Electrical upgrade project is almost complete. Final punch list items are being addressed. Windows/Siding/Roof project siding and window installation procedures are under review in the Cubeta/Kieft Road area. Furnance replacement project final closeout documents are being verified. Weatherizaton project (attic and wall insulation) at Sunset Ridge is underway.

OLD BUSINESS: NONE

NEW BUSINESS: The Board was presented with an engagement letter from Maletta & Company, CPA regarding the annual audit of Middltetown Housing Authority to be conducted in July 2014.

ANY OTHER BUSINESS: NONE

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adjourn the monthly meeting at 5:59 p.m.
