REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

MAY 14, 2012

The Regular Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, May 14, 2012.

Lee Osborne, Chairman called the meeting to order at 5:03 p.m. and called the roll. Due to a lack of a quorum no business was conducted. The month reports were read. The meeting will be rescheduled.

PRESENT: Lee Osborne, Chairman; Sebastian J. Santacroce, Commissioner;

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Evan Noglow, Vice Chairman; Lois Carreiro, Commissioner; (excused absence); Izzy Greenberg, Commissioner (unexcused absence)

PUBLIC SESSION: Mr. Vasiliou presented the 2012 Angelos Aresco Scholarship Award winner to the board. Angelo Aresco was a long term commissioner. This year’s receipient is Tenika Campbell. Tenika and her mother, Gwen have been clients of the Section 8 program for many years and her grandfather, Edward Cockrell, is a resident of Sbona Tower. Tenika will be attending Western Connecticut State University majoring in criminal justice.

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: No action was taken due to the lack of a quorum.

APPROVAL OF BILLS: No action was taken due to the lack of a quorum.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 4/30/2012 A/R  which shows decreases of $223.89 for Conn 9-2 and $425.57 for Conn 9-3. Increases of $168.22 for Conn 9-4, $610.89 for MR and $331.60 for E101 were shown. There was no change at Monarca Place.

LEGAL ACTION: Attorney Boccalatte stated his 4/30/12 report shows 2 summary process actions started and $106.25 collected on vacted accounts. The state of the economy still influences the collections on vacated accounts.

FINANCIAL: Mr. Guzzi presented the financial statemens for the State complexes (moderate Rental & Marino Manor) for the period ending 3/31/2012. The Moderate Rental complex shows a net gain of $54,260.35 for the period. Retained earnings are adequate. The Marino Manor complex shows a net gain of $14,170.30 for the period. Retained earnings are adequate.

SECTION 8: 718 Section 8 units were under lease as of 5/1/12. Funding levels are at 102.21% of budget. A landlord informational session will be held on May 15, 2012 at the Senior Center. A briefing and release of approximately 75-100 vouchers will be held on June 11,2012 at Mercy High School. He also reported that 70 of the approximately 480 Carabetta units have been leased as of 5/1/12.

PERSONNEL: NONE

MAINTENANCE: 210 work orders were completed in April 2012. Vacancy prep continues. MHA is awaiting word on the State of CT grant application. 

MODERNIZATION: Sbona Punch list is complete – awaiting final paperwork. MT: Roofing project is complete – awaiting final paperwork. TS: Punch list is complete – awaiting final paperwork.

OLD BUSINESS: Mr. Vasiliou reported that MHA is in the final top ten for the State of CT grant funding. Final awards should be announced in June, 2012.

NEW BUSINESS: NONE

Due to the lack of a quorum, the meeting will be reconvened at a date and time to be announced and noticed.

There being no further business to come before the Commission, it was decided to close the meeting at 5:50 p.m.
