Meeting Minutes – May 9, 2011

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

May 9, 2011

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, May 9, 2011.

Chairman Osborne called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman; Sebastian J. Santacroce, Treasurer; Lois Carreiro, Commissioner; Izzi Greenberg, Commissioner (late).

ALSO PRESENT:  William Vasiliou, Secretary; John Rumberger, Facilities Manager; Attorney John Boccalatte

ABSENT: None

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Vice Chairman Noglow, seconded by Commissioner Carreiro; it was unanimously voted to approve the minutes of the April 6 annual meeting as submitted. Commissioner Santacroce abstained from the vote.

On motion by Vice Chairman Noglow, seconded by Commissioner Carreiro; it was unanimously voted to approve the minute of the April 11, 2011 meeting as submitted. Commissioner Santacroce abstained from the vote. 

APPROVAL OF BILLS: On motion by Commissioner Carreiro, seconded by Commissioner Santacroce; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 4/30/11 A/R  which shows increases of $1,123.30 for Conn 9-3, $1,388.12 for Conn 9-4, $155.00 for Conn 9-5, $145.44 for MR and $77.00 for E101. Net decreases of $370.14 for Conn 9-2 were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 4/29/2011 report shows two wage attachments, one marshal fee and one small claims actions were started and $788.28 was collected on vacated accounts.

FINANCIAL: Mr. Vasiliou reported that the FYE 3/31/2011 reports for HUD and CHFA are being drafted. MHA has 60 days to generate the reports and auditors will conduct their audit. Final submissions will be done by Sept. 30, 2011 deadline. 

SECTION 8: 729 Section 8 units were under lease as of 5/1/2011. Mr. Vasiliou reported that the data for Section 8 funding is measured on a calendar year not fiscal year.

PERSONNEL: Mr. Vasiliou reported that he has conducted a search for the Financial Manager’s position and has offered the position to Thomas Guzzi. Mr. Guzzi has an extensive housing background. He will begin his duties on May 17, 2011.

MAINTENANCE: 224 work orders were completed in April. Vacancy prep continues at MR. Window wells and basement window replacement at MR is being scheduled.

MODERNIZATION: MT: Gilley Design was chosen for reroofing project. A site visit will be conducted. TS: Window replacement project is progressing. Harvey windows are being reviewed for installation. Ads for bids will run May 7th with a walk-through on May 18th and bids due on June 3rd. Spear Park: Wireman has been contacted to complete the monument lighting project.

OLD BUSINESS: Mr. Vasiliou reported that he is collaborating with another housing authority and Robinson & Cole to prepare irrevocable trusts for benefits for retired and existing employees. Calculations are complete and monies are accumulated for the MHA trust.

NEW BUSINESS: Chairman Osborne inquired as to any new activity on the Spear Park project. Mr. Vasiliou reported that he has spoken to several developer but that the property is not large enough for their needs.

Mr. Vasiliou introducted Jasmin James and her mother, Nadine Turner to the board. Jasmine is one of the two recipients of the annual Angelo Areco Scholarship. She will attend Goodwin College’s nursing program. She thanked the board for their support and looks forward to attending school. Jalissa Romano-Winston is the second recipient of the Angelo Aresco scholarship. She did not attend the meeting.

There being no further business to come before the Commission, on motion by Commissioner Carreiro, seconded by Vice Chairman Noglow; it was unanimously voted to adjourn the monthly meeting at 5:38 p.m.
