REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

November  12 , 2013

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Tuesday, November 12, 2013.

Vice Chairman Noglow called the meeting to order at 5:05 p.m. and called the roll.

PRESENT: Evan, Noglow, Vice Chairman; Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner; Senova Stone, Commissioner (late)

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Boccalatte, Esq.

ABSENT: Lee Osborne, Chairman; (excused absences.)  

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Vice Chairman Noglow; it was unanimously voted to approve the minutes of the October 15, 2013 meeting as submitted. Commissioner Greenberg abstained from the vote.

APPROVAL OF BILLS: On motion by Commissioner Santacroce,  seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 10/30/13 A/R which shows increases of $2,265.55 for MR. Net decreases of $1,618.72 for Conn 9-2, $46.86 for Conn 9-3, and $3,452.11 for Conn 9-4, $49.51 for Conn 9-5 and $34.57 for E101 were also noted. 

LEGAL ACTION: Attorney Boccalatte stated his 10/31/13 report shows six (6) summary process actions started and $396.96 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the quarterly statements for the CT State Elderly and Moderate Rental complexes for the period ending 9/30/13.

E101 showed a net gain of $5,007.68 for the period. Retained earnings are adequate.

Moderate Rental showed a net gain of $112,235.94 for the period. Retained earnings are adequate.

SECTION 8: 894 Section 8 units were under lease as of 11/01/13.  Mr. Vasiliou reported that MHA was awarded 40 project-based Section 8 units to be used at the Moderate Rental complexes. Several agencies in the community have expressed an interest in learning about Section 8 project basing units. Mr. Vasiliou has been speaking with them. Another round of available units maybe offered in the near future.

He reported that a total of 81 HCV vouchers have been utilized at the Carabetta complexes as of November 1, 2013.

PERSONNEL: NONE

MAINTENANCE:  226 work orders were completed in October. Vacant unit prep continues at all complexes.

MODERNIZATION: Federal: Final scope review and bid document meeting for security camera upgrades will be held on 11/19/13. MR: Electrical work completed on Rockwood Acres. Sunset Ridge work began 11/5/13. Mock up unit for windows/siding/roofs @ 436-438 Long Lane has been compted. Roofs on Santangelo Circle have been completed. Window and siding replacement continues. Forty (40) furnaces on Rogers Road have been replaced. Project completion date is scheduled for Thanksgiving.

OLD BUSINESS: Conditions at Spear Park have been brought to MHA’s attention by the business district commission. Mr. Vasiliou will be meeting with the Mayor to discuss these issues and possible solutions. He will keep the Board informed of these discussions.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Chairman Noglow; it was unanimously voted to adjourn the monthly meeting at 5:57 p.m.
