REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

November, 13, 2012

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Tuesday, November 13, 2012.

Chairman Osborne called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman, Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner; Senova Stone, Commissioner.

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager;  

ABSENT: John Boccalatte, Esq.

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Vice Chairman Noglow, seconded by Commissioner Greenberg it was unanimously voted to approve the minutes of the October 9, 2012 meeting as submitted. Commissioners Santacroce and Stone abstained from the vote

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Vice Chairman Noglow;  it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 10/31/2012 A/R which shows increases of $990.15 for MR and $307.95 for E101. Net decreases of $ 1,164.99 for Conn 9-2, $960.42 for Conn 9-3 and $3,197.32 for Conn 9-4. There was no change at Conn 9-5.

LEGAL ACTION: Mr. Vasiliou stated his 10/31/2012 report shows 4 small claims action staarted and $193.00 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the quarterly statements for the Moderate Rental and Marino Manor properties for the period ending 9/30/2012. Marino Manor showed a net gain of $2, 909.45 for the period. Retained earnings are adequate. Mr. Vasiliou updated the Board on the conversion of Marino Manor to a project based Section 8 program. All residents should be on the program effective December 1, 2012.

Moderate Rental showed a net gain of $66,571.22 for the period. Retained earnings are adequate.

SECTION 8: 757 Section 8 units were under lease as of 11/01/2012.  Funding levels are a 164.60% of budget due to the partial recovery of overpayments by HUD. Mr. Vasiliou informed the Board that a briefing and voucher release is tentatively scheduled for January, 2013. .

He reported that a total of 81 HCV vouchers have been utilized at the Carabetta compleses as of November, 2012.

PERSONNEL: NONE

MAINTENANCE: 218 workorders were completed in October. Vacant unit prepe continues at all complexes.

MODERNIZATION: Sbona Tower: Garland Co warranty has been received – final documents are being reviewed for the reroofing project. Security camera upgrades at Sbona, Maplewood & Traverse are being prepared. MR: Rogers Road rear basement window replacement project is complete. There are 66 front basment windows to be replaced in the spring/summer. Initial weatherization program is complete-Mr. Rumberger is now in discussion regarding an insulation program with CL & P. Electrical upgrade project under SHARP held a walkthrough Nov. 1st with bids being due Nov. 16th for the rewiring of 132 apartments. MM: RFP sent to three firms for the kitchen upgrade project. Snow removal bids for all complexes resulted in C & C and Harvest Woods being the low bidders.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to adjourn the monthly meeting at 5:40 p.m.
