Meeting Minutes – September 10, 2012

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

September  10, 2012

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, September 10, 2012.

Chairman Osborne called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner;  Senova Stone, Commissioner 

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager;  Attorney John Boccalatte

ABSENT: NONE

PUBLIC SESSION: Two residents from Sbona Tower spoke to several issues they perceive in this complex. They have concerns with the weekend security guard, the need for additional parking spaces and the posting of the monthly meeting notices. Mr. Vasiliou assured them their comments would be taken under advisement.

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the minutes of the August 13, 2012 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 8/31/2012 A/R which shows decreases of $2,300.65 for Conn 9-2, $1,407.16 for Conn 9-3, $1,223.66 for Conn 9-4. Net increases of $4.23 for MR and $30.00 for E101 were also noted. There was no change at Conn 9-5.

LEGAL ACTION: Attorney Boccalatte stated his 8/31/2012 report shows 5 summary process and 1 wage attachment were started and $151.09 was collected on vacated accounts.  

FINANCIAL: Mr. Guzzi reported that MHA’s annual audit has been completed. The final report should be received by October 1, 2012.

SECTION 8: 755 Section 8 units were under lease as of 9/1/2012. Funding levels are at 110.33% of budget. Mr. Vasiliou informed the Board that MHA has applied to Section 8 for 50 vouchers to project base Marino Manor. This is part of an ongoing process that has been approved by HUD. A committee of three Executive Directors from CT housing authorities will meet on September 19, 2012 to rank the applications for these vouchers. MHA will be notified if their submission is awarded units.

He reported that a total of 79 HCV Vouchers has been utilized at the Carabetta complexes as of September, 2012.

PERSONNEL: NONE

MAINTENANCE: 203 work orders were completed in August. Vacant unit prep continues at the Moderate Rental complex.

MODERNIZATION: Sbona Tower: Waiting manufacturers warranty and final paperwork. TS: 60 Traverse Square has been treated for a termite problem. MR: Basement window replacement on Schaefer Road continues.

OLD BUSINESS: Mr. Vasiliou reported that the submissions for Architect and Management Consultant for the Moderate Rental Capital Grant projects have been received and are being reviewed. The projects funded under this grant will be done in four phases over the course of approximately 2 years.

NEW BUSINESS: NONE

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to adjourn the month meeting at 5:52 p.m.
