REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

September 9, 2013

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, September 9, 2013.

Chairman Osborne called the meeting to order at 5:06 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman, Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; John Rumberger, Facilities Manager

ABSENT: Senova Stone, Commissioner (excused absences.)

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: Two issues reported last month at Sbona Tower have been taken care of by the maintenance department.

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the August 12, 2013 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Greenberg, seconded by Commissioner Santacroce; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 8/31/13 A/R which shows increases of $193.47 for Conn 9-3, and  $2,648.94 for MR.  Net decreases of $2,730.52 for Conn 9-2, $532.07 for Conn 9-4, $65.27 for Conn 9-5 and $5.00 for E101 were also reported.

LEGAL ACTION: Mr. Vasiliou reported that Attorny Boccalatte’s 8/30/13 report shows 7 summary process actions started and $18.28 collected on vacated accounts.

FINANCIAL: NONE

SECTION 8: 883 Section 8 units were under lease as of 9/01/2013. Mr. Vasiliou informed the Board that approximately 50 vouchers were released at the end of August. The deadline to apply for 48 project-based vouchers is September 16, 2013. He was infromed that the Section 8 reimbursement rate will now be 68%.

He reported that a total of 83 HCV vouchers have been utilized at the Carabetta complexes as of September 1, 2013.

Funding levels are at 110.03% of budget. Mr. Vasiliou informed the Board that the funding cuts under sequestration may not be temporary cuts as first believed.

He reported that a total of 86 HCV vouchers have been utilized at the Carabetta complexes as of July 1, 2013.

PERSONNEL: Mr. Vasiliou informed the Board that Thomas Roccapriore, maintenance staff member, will be retiring due to health issues. He has been emplyed with MHA for approximately 13 years.

MAINTENANCE:  FED: Security camera upgrades are still under design review. MHA did not receive the grant money applied for. TS: New laundry room is open. Mac Gray will be holding an open hous for residents in the near future. New overflow parking lot is complete. Garafolo Saraceno low bidder for handicap ramp at Community Center. MR: Electrical work underway at Rockwood Acres. Windo, Siding and roof contract signed. Furnace replacement at Sunset Ridge will begin this week. Oil pump-outs have been done. Weatherization completed and inspected on Santangelo Circle. Rockwood Acres work to be completed by 9/15/2013. MM: Kitchen cabinet replacement underway. Completion date expected to be 9/16/13. Attic & fan replacement expected to be completed by 9/15/2013.

OLD BUSINESS: NONE

NEW BUSINESS: Mr. Vasiliou reported that the Traverse Square after school program is ramping up. He met with sever Wesleyan students who will be overseeing the program.

He reported that a long time commissioner of MHA, Mary Dimon, passed away Saturday evening. No funeral arrangements have been finalized.

ANY OTHER BUSINESS: NONE

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Vice Chairman Noglow; it was unanimously voted to adjourn the monthly meeting at 5:50 p.m.
