REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

November 13, 2017

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Conference Room, 40 Broad St., Middletown, CT 06457 on Monday, November 13, 2017

Chairman Noglow called the meeting to order at 5:03 p.m. and called the roll.

PRESENT:  Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner,

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Izzy Greenberg, Commissioner; Senova Stone, Commissioner; excused absences

PUBLIC SESSION: A Sbona Tower resident, John Fenner, spoke of issues relating to Sbona Tower. His concerns over parking, front entry system, etc were heard by the Board.

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Cacciola; seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of October 10, 2017 meeting as submitted.

APPROVAL OF BILLS:  On motion by Vice Chairman Santacroce; seconded by Commissioner Cacciola, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the A/R report of 10/31/17 which shows a decrease of $214.19 for Conn 9-2; a decrease of $1976.36 for Conn 9-3; an decrease of $5905.61 for Conn 9-4; no change for Conn 9-5, and increases of $907.87 for State Family and $31 for E -101. Overall a good month for receivables.

LEGAL ACTION:  Attorney Boccalatte reported on his 10/30/17 report. There was not a lot with new actions for the month.  Collection are relatively good at $767.

FINANCIAL: None

SECTION 8:   Mr. Vasiliou reported that as of 11/9/17 there are 852 Section 8 units in place after a release of some units last month. The average HAP payment per unit is $766.70.  Mr. Vasiliou also informed the Board that the Mary Shepard Home project is moving forward.

PERSONNEL:  None

MAINTENANCE: 281 work orders completed in October.

MODERNIZATION: EverSource LED Incentives: wrapping up with incentives at Sbona and additional measures are being considered at MR. Traverse Square Switchgear: Holzner Electric is the apparent low bidder, schedule of values are under review by GEI. Entry System and Greenhouse Roofs: New key fob system is operational at Sbona and Monarca. Advanced Security progressing at Sbona for Main Door/Apartment Audio Visual entry system; MR SHRP: Pioneer has 12 remaining buildings, architect and CHFA  have punch listed 6.

SPECIAL REPORTS: None

OLD BUSINESS:

NEW BUSINESS: Mr. Vasiliou presented to the Board, for review, information on proposed base rent changes for MR and E 101. Also presented for review were copies of proposed ACOP, Smoke-free Policy, Rent Collection Policy and Lease.  No action taken.

OTHER BUSINESS:  None

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to adjourn the monthly meeting at 5:40 p.m.
