The Section 8 program provides assistance for low income families in the private rental market through the Housing Assistant Payment Program.
Rental Voucher Holders select a unit from the private rental market. Rental assistance make market rate housing affordable. Program participants normally pay no more than 30% of monthly adjusted income towards rental and utilities. The housing assistance payment subsidizes the balance of the rent to the property owner.
Section 8 Housing Choice Vouchers
The Section 8 Housing Assistance payment program (HAP) was designed to help extremely low-income families to afford quality standard housing by assisting them with direct payments to apartment owners on behalf of the assisted families.
Families that live in Middletown at the time that they are called from the waiting list can opt to stay in their current apartment unit; look for another unit in the Housing Authority jurisdiction or move anywhere in the United States or Puerto Rico, provided the housing meets the requirements of being decent, safe, sanitary and is in compliance with the housing codes standards set by the City of Middletown and the Housing Quality Standards set by the Department of Housing and Urban Development (HUD).
How Section 8 Works
Application: Families apply for the program using special Section 8 forms,. Family must meet eligibility requirements.
Certificate of Family participation Packet: This packet, which certifies enrollment in the program, is issued to eligible families.
Housing: Family locates adequate housing, or may stay where it is living provided that the unit meets Fair Market Rents and the housing standards of the program.
Request for Lease Approval: If family and owner come to a mutual agreement, this form is competed and returned to the Middletown Housing Authority for review.
Lease and HAP Contract: The Public Housing Authority (PHA) will then execute the lease and a Housing Assistance Payment Contract.
Payments: PHA will then make regular monthly payments to the owner and the tenant will pay his/her portion each month directly to the owner.
