REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

April 10, 2017

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, April 10, 2017.

Chairman Noglow called the meeting to order at 5:00 p.m. and called the roll.

PRESENT:  Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner , Senova Stone, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Izzy Greenberg, Commissioner (excused absence)

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the minutes of the March 13, 2017 meeting as submitted.

APPROVAL OF BILLS:  On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 3/31/17 A/R which shows decreases of $804.40 for Conn 9-2, $,1315.77 for Conn 9-4, and $11,569.53 for State Family. Net increases of $76.16 for Conn 9-5, $21.76 for M101, and no effect for Conn 9-3 were also noted.

LEGAL ACTION: Due to late arrival, Attorney Boccalatte’s report of 3/31/17 was presented by Sec. Vasiliou. Two summary process cases were opened for the month and it was a fairly good month for collections.

FINANCIAL:  None

SECTION 8: There was a briefing held last month, with 45 new vouchers released in the marketplace.

PERSONNEL:  None

MAINTENANCE: 165 work orders completed in March.

MODERNIZATION: Maplewood bathrooms: punchlist is complete, reviewing close out documents. EverSource LED Incentives: Sbona is 95% complete, materials have arrived for Marino Manor. SHRP MR: First 20 buildings on Sunset Ridge are 98% complete.  Pioneer Builders is the apparent low bidder for remaining 18 buildings.  Capital Fund: Giuffrida Eng. Design underway for Traverse Square switchgear. Entry system/Fobs bids due Thursday April 13 for Sbona/Monarca.  Greenhouse and Parking next in cue for design.  Rogers Road conversion to 3br/1br is underway.

OLD BUSINESS: Mr. Vasiliou distributed a letter dated March 31, 2017 from the law firm of Wolf, Horowitz & Etlinger, LLC regarding the Aegis Security Insurance Company (Surety).

NEW BUSINESS: None

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:41 p.m.
