REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

April 9, 2018

The Regular Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, April 9, 2018.

Vice Chairman Santacroce called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Vice Chairman Santacroce, Senova Stone, Commissioner; Phil Cacciola, Commissioner, Larry Riley, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Evan Noglow, Chairman (excused absence)

PUBLIC SESSION: None.

Vice Chairman Santacroce introduced Larry Riley to the Commission. Commissioner Riley was nominated and approved by councilmanic action on Monday 4/9/18.

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce; it was unanimously voted to approve the minutes of the March 12, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Cacciola, seconded by Commissioner Stone; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 2/28/17 A/R which shows an increase of $1089.73 for CONN 9-2, decrease of $1058.72 for Conn 9-3, decrease of $1584.58 for Conn 9-4, no change for Conn 9-5, a decrease of $3797.38 for State Family, and an increase of $128.72 for E-101.

LEGAL ACTION: Attorney Boccalatte stated his 2/29/18 report shows that one new case was open. Collections continues to be low.

FINANCIAL: Mr. Guzzi reported that the finance department is working on the end of fiscal year nembers.

SECTION 8: Secretary Vasiliou reported as of 4/6/18, 840 Section 8 units are in place and the average HAP payment/ per unit cost is $763.59.

PERSONNEL: None

MAINTENANCE: 201 work orders were completed in March.

MODERNIZATION: TS: (electrical switchgear) – Engineer and contractor met on site last week. Equipment arrival is anticipated early May; Sbona: (parking, entry system and greenhouse roofs) – main door entry system is complete, awaiting closeout documents; greenhouse design portion is under way; bids due April 12 for parking gates; Other – requesting asphalt driveway and sidewalk repair/crack sealing bids, and painting bids for selected exteriors at Traverse Square.

SPECIAL REPORTS: None

OLD BUSINESS: The MR construction project is completely finalized and we have received certification from State of CT.

NEW BUSINESS: A motion by Commissioner Cacciola, seconded by Commissioner Stone to renew legal services with Atty. Boccalatte for an additional two years with the same terms passed.

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Commissioner Stone; it was unanimously voted to adjourn the meeting at 5:51 pm.
