REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

August 13, 2018

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, August 13, 2018.

Chairman Noglow called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner; Larry Riley, Commissioner.

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Facilities Manager;

John Boccalatte, Esq., Tom Guzzi, Financial Manager

ABSENT: Senova Stone, Commissioner (excused absence)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Cacciola; seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of July 9, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 7/31/18 A/R which shows an increase of $556.38 for Conn 9-2, an increase of $926.95 for Conn 9-3, an increase of $591.76 for Conn 9-4, a decrease of $7.62 for Conn 9-5, a decrease of $563.31 for State Family and an increase of $43.54 for E -101. Increases are a result of excess utilities (air conditioner) charges applied to tenant accounts. Over all is was a fairly good month

LEGAL ACTION: Attorney Boccalatte reported on his 7/31/18 report. It was a very small collection month. Atty Boccolatte also reported that we are seeing atypical situations in recent court activity.

FINANCIAL: None

SECTION 8:   Mr. Vasiliou reported that as of 8/6/18 there are 810 Section 8 units in place and this number continues to go down. There are two target dates to release additional vouchers into the market. The Section 8 department is working on opening the wait list.

PERSONNEL: None

MAINTENANCE: 196 work orders completed in July.

MODERNIZATION: Traverse Electrical Switchgear – Switchgear unit has been ordered and arrival expected early September. Site work to begin end of August this should take 6-8 weeks to comlete; Sbona Greenhouse Design – walkthrough will be Aug 16 and bids are due Aug 31; Sbona Parking Gates –site work, conduit and paving complete. Gained two additional parking spaces by removing brick paver island. Sbona Roof – Engineer report received; architect pursuing additional warranty work on affected areas; Traverse Square – K. Morgan Assoc. has begun work on selected exterior painting (dark colors). Moderate Rental – window well replacement continuing on Rogers Road. Monarca Place – summer kids weeded and mulched flower beds/plantings.

OLD BUSINESS: Commssioner Santacroce commented on the smoke free policy and the concerns at Monarca Place.

NEW BUSINESS: None

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by

Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to adjourn the monthly meeting at 5:38 p.m.
