REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

December 10, 2018

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, December 10, 2018.

Vice Chairman Santacroce called the meeting to order at 5:01 p.m. and called the roll.

PRESENT: Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner; Larry Riley, Commissioner; Senova Stone, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager, Atty John Boccalatte

ABSENT: Evan Noglow, Chairman; (excused absence)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Cacciola; seconded by Commissioner Stone, it was unanimously voted to approve the minutes of November 12, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Cacciola, seconded by Commissioner Stone; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 11/33/18 A/R which shows a decrease of $703.91 for Conn 9-2, a decrease of $1746.54 for Conn 9-3, a decrease of $1199.65 for Conn 9-4, an increase of $496.46 for Conn 9-5, an increase of $11,466.38 for State Family and an decrease of $49.32 for E -101. It was noted that the increase for State Family reflects water bills posted in November. It was an excellent collection month.

LEGAL ACTION: Atty. Boccalatte reported on his 11/30/18 report. Collections were very low.

FINANCIAL: Mr. Guzzi reported that the budget will be available for approval next month. The Board was informed of the base rent increase for Moderate Rental and E 101. No action needed.

SECTION 8: Mr. Vasiliou reported that as of 12/7/18 there are 798 Section 8 units are in place and & 788.61 is the per unit cost per month.

PERSONNEL: Mr. Vasiliou informed the board of staff replacement. Christine Juraska will be joining MHA in January 2019, with Tom Guzzi serving in a consultant capacity. Mr. Vasiliou thanked Mr. Guzzi for his hard work over the years and for agreeing to help with the transition.

MAINTENANCE: 154 work orders completed in October.

MODERNIZATION: Traverse Electrical Switchgear: Awaiting Eversource to set poles at street and pull wires to new transformer; Estimated arrival end of Feb. ‘19. Sbona Greenhouse Design –apt. balconies exterior siding underway. Ceiling sheet rocked and painted. Storefront glass in common area hallways tentatively scheduled for mid-December. Sbona Roof – Manufacturer states that material for warranty work will be delivered and work performed when weather allows. Multi Use Trail – No further response from Public Works regarding inquiry in October.

OLD BUSINESS: None

NEW BUSINESS: NRG presented the Board with possible plans for 1000 Spring St.

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to adjourn the monthly meeting at 6:02 p.m.
