REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

March 12, 2018

The Regular Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, March 12, 2018.

Chairman Noglow called the meeting to order at 5:05 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Vice Chairman Santacroce, Senova Stone, Commissioner; Phil Cacciola, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: None

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Vice Chairman Santacroce, seconded by Commissioner Stone; it was unanimously voted to approve the minutes of the February 12, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Stone; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 2/28/17 A/R which shows an increase of $660.43 for CONN 9-2, increase of $1451.96 for Conn 9-3, decrease of $441.24 for Conn 9-4, increase of $0.96 for Conn 9-5, a decrease of $11282.41 for State Family, and a decrease of $357.60 for E-101. It was an excellent month for receivables.

LEGAL ACTION: Attorney Boccalatte stated his 2/28/18 report shows a very slow month in new cases opened. Collections was also very slow.

FINANCIAL: Mr. Guzzi reported that the financial department is ready to close the books.

SECTION 8: Secretary Vasiliou reported as of 3/8/17, 849 Section 8 units are in place and the average HAP payment is $754.71.

PERSONNEL: None

MAINTENANCE: 173 work orders were completed in February.

MODERNIZATION: TS: (electrical switchgear) – submittal underway, permit signed; Sbona: (parking, entry system and greenhouse roofs) – main door entry system is complete, awaiting closeout documents; greenhouse design portion is under way; revising scope for bidders to include wireless receiver/transmitter options for parking gate; Other – requesting asphalt driveway and sidewalk repair sealing bids, and painting bids for selected exteriors at Traverse Square.

OTHER BUSINESS: Sect. Vasiliou reminded the Commission of our Annual Meeting on April 2, 2018 at 6:30 pm at Red Fox Restaurants

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce; it was unanimously voted to adjourn the meeting at 5:37 pm.
