REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

March 11, 2019

The Regular Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, March 11, 2019.

Vice Chairman Santacroce called the meeting to order at 5:06 p.m. and called the roll.

PRESENT: Vice Chairman Santacroce, Senova Stone, Commissioner; Larry Riley, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Christine Juraska, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Evan Noglow, Chairman; Phil Cacciola, Commissioner (excused absences)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Stone, seconded by Commissioner Riley; it was unanimously voted to approve the minutes of the January 14, 2018 and February 11, 2019 meetings as submitted.

APPROVAL OF BILLS: On motion by Commissioner Riley, seconded by Commissioner Stone; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 2/28/19 A/R which shows a decrease of $8651.36 for CONN 9-2, increase of $1870.61 for Conn 9-3, decrease of $3332.15 for Conn 9-4, increase of $23.80 for Conn 9-5, a decrease of $17,620.56 for State Family, and an increase of $291.75 for E-101. It was an excellent month for receivables.

LEGAL ACTION: Attorney Boccalatte stated that his report dated 2/28/19 shows a new Federal case open with some activity in court actions. $554.45 in collections was noted.

FINANCIAL: Ms. Juraska submitted Resolution 2019-7 for approval to update investment/banking administration. On motion by Commissioner Stone, seconded by Commissioner Riley, it was unanimously voted to adopt Resolution 2019-7, and waive reading of the same.

WHEREAS: The Middletown Housing Authority wishes to update its investment/banking administration.

WHEREAS: The Middletown Housing Authority has newly appointed Christine Juraska as head of Financial administration.

NOW, THEREFORE, BE IT RESOLVED BY THE: Housing Authority of the City of Middletown

Ms. Juraska be approved as secondary controller for the following accounts:

Raymond James acct. # 15288656

FNC accounts: 104317, 179756, 214892, 160434, 136798

SECTION 8: Secretary Vasiliou reported as of 3/6/19, 804 Section 8 units are in place and the average HAP payment is $792.74.

PERSONNEL: None

MAINTENANCE: 221 work orders were completed in February.

MODERNIZATION: TS: (Electrical Switchgear) – poles are set, waiting for Eversource to pull wires to new transformer. Holzner waiting for snow to melt to dig under city sidewalk to reach pole; Sbona:(Greenhouse Roofs/Balcony glass) – balcony complete including punch list. Storefront windows complete. Metal roofing near complete. (Sbona Roof) – warranty material arrived awaiting installation. Roof replacement A/E RFQ has 6 responses, review underway. (Sbona water issues) – report received by HB Fishman. Recommends further investigation by removing brick and doing water tests. (Schindler Elevetor) – contract expires August for 150 Williams St. elevator. Pre-REAC Preventative Maintenance in Maplewood underway; Travers Square next.

OTHER BUSINESS: Sect. Vasiliou reminded the Commission of our Annual Meeting on April 1, 2019 at 6:30 pm at Herd Restaurant.

There being no further business to come before the Commission, on motion by Commissioner

Riley, seconded by Commissioner Stone; it was unanimously voted to adjourn the meeting at

5:28 pm.
