REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

May 8, 2017

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, May 8, 2017.

Chairman Noglow called the meeting to order at 5:08 p.m. and called the roll.

PRESENT:  Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Izzy Greenberg, Commissioner; Senova Stone, Commissioner

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce; it was unanimously voted to approve the minutes of April 10 , 2017 meeting as submitted.  On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of the Annual Meeting on April 3, 2017.

APPROVAL OF BILLS:  On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 4/30/17 A/R which shows decreases of $3.47 for Conn 9-2, $0 impact for Conn 9-4, an increase of $771.25 for Conn 9-4, decrease of $76.16 for Conn 9-5, and increases of $842.06 for State Family and $8.00 for E -101. Overall it was a very stable month.

LEGAL ACTION:  Attorney Boccalatte reported on his 4/28/17 report. It was a fairly standard month for legal action and a strong collection month.

FINANCIAL: Mr. Guzzi presented the engagement letter from the auditors.  They are on time to start in the middle of June.

SECTION 8:   Mr. Vasiliou reported that as of 5/5/17 there are 844 Section 8 units in place and the per unit cost is $752.87, which continues to increase.

PERSONNEL:  None

MAINTENANCE: 177 work orders completed in April.

MODERNIZATION: Maplewood bathrooms has been closed out. EverSource LED Incentives: Sbona is 99% complete, materials have arrived for Marino Manor and Monarca. SHRP MR: First 20 buildings on Sunset Ridge punchlist is being scheduled with QA and CHFA.  Pioneer Builders contract is signed for remaining 18 buildings.  Capital Fund: Giuffrida Eng. waiting on EverSource to provide more info for Traverse Square switchgear. Two bids were received for Sbona Parking, Entry System and Greenhouse Roofs. Parking lot land use application approved by City.

OLD BUSINESS: None

NEW BUSINESS: Mr. Vasiliou presented the annual update to the maximum income limits for admission to the CT State Family and Elderly complexes effective May 1 2017 as published by HUD. On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to adopt Resolution 2017-8 and waive reading of same.

RESOLUTION 2017-8

BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the maximum income limits for admission to State of Connecticut Moderate Rental Housing be increased per the attached Certificate of Approval.

CERTIFICATE OF APPROVAL

The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Moderate Rental Housing Complex MR-11, MR 11A & MR 47A as follows:

For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g.

For Continued Occupancy: The maximum income limits for continued occupancy in Moderate Rental Housing are equal to 125% of the admission limits for such housing.

RESOLUTION 2017-9

BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the maximum income limits for admission to State of Connecticut Elderly Housing be increased per the attached Certificate of Approval.

CERTIFICATE OF APPROVAL

The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Elderly Housing Complex E-101 as follows:

For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g.

Admission Limits

$47,600 for 1 person

$54,400 for 2 persons

On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to adopt Resolution 2017-9 and waive reading of same.

OTHER BUSINESS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was voted to enter into Executive Session at 5:23 pm to receive legal advice regarding a pending claim and threatened litigation involving the Authority.

It was unanimously voted to return to Regular Monthly Meeting at 5:58 pm.  No motions were made during executive session.

 

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:59 p.m.
