Meeting Minutes – April 14, 2014

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

April 14, 2014

 

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, April 14, 2014.

Chairman Noglow called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Vice Chairman Sebastian J. Santacroce;  Izzi Greenberg, Treasurer

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager

ABSENT: Senova Stone, Commissioner; Lee Osborne, Chairman (unexcused absences)

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: Approval of the minutes of the March 10, 2014 monthly meeting was tables until the May 12, 2014 meeting due to a lack of voting quorum.

Approval of the minutes of the April 1, 2014 Annual meeting was tabled until the May 12, 2014 meeting due to a lack of voting quorum

 APPROVAL OF BILLS: On motion by Vice Chairman Santacroce,  seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 3/31/14 A/R which shows decreases of $6,263.46 for Conn 9-2, $1,035.53 for Conn 9-3, $1,178.27 for Conn 9-4, $9.00 for Conn 9-5, $10,119.18 for MR and $506.77 for MM.

LEGAL ACTION: Mr. Vasiliou stated that 3/31/14 report shows one (1) small claims action started and $112.36 collected on vacated accounts.

FINANCIAL: The Board was informaed that the annual, independent audit will be conducted in July 2014 by the firm of Maletta & Co, CPA.

SECTION 8: 901 Section 8 units were under lease as of 04/01/14.  Mr. Vasiliou reported that he has been contacted by an entity interested in purchasing housing for veterans. He will keep the Board informed of any discussions that may occur.

PERSONNEL: Mr. Vasiliou reported that John parker is no longer in the position of cleark-of-the-works for the MR modernization project.

MAINTENANCE:  192 work orders were completed in March. Vacant unit prep continues at all complexes.

MODERNIZATION: FED: Security camera upgrade project final submittals have been received. Once approved a kick off meeeting will be scheduled. MR: Electrical work at Sunset Ridge is 95% complete. CHFA Field Observer is inspecting Sunset Ridge. Window/siding/roof project continues on Cubeta & Kieft Roads. Installation procedures are being reviewed for proper installation. Furnance installation project close out meeting was held. Awaiting final sign offs from A/E. Attic and wall insulation at Sunset Ridge is being scheduled for spring/summer.

 

OLD BUSINESS: NONE

NEW BUSINESS: Mr. Vasiliou reported that the attorney’s contract is up for renewal. On motion by Vice Chairman Santacroce; seconded by Commissioner Greenberg; it was unanimously voted to approve the renewal of the contract for a term of two years with a 3.7% increase in fees.

ANY OTHER BUSINESS: NONE

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to adjourn the monthly meeting at 5:39 p.m.
