Meeting Minutes – August 10, 2015

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

August 10, 2015

The Monthly Meeting of the Housing Authority of the City of Middletown was held at Middletown Housing Authority Board Room,150 William Street, Middletown, Connecticut on Monday, August 10, 2015.

Chairman Noglow called the meeting to order at 5:02 p.m. and called the roll.

PRESENT:  Evan Noglow, Chairman; Sebastiam Santacroce, Vice Chairman; Phil Cacciola, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager;

ABSENT: Izzy Greenberg, Commissioner;  Senova Stone, Commissioner; (excused absence)

PUBLIC SESSION: A resident discussed several concerns at Sbona Tower. Mr. Rumberger will address them.

FOLLOW-UP REPORT:  NONE

APPROVAL OF MINUTES: Due to abstentions, the minutes for the monthly meeting held July 13. 2015 were tabled to the September monthly meeting.

APPROVAL OF BILLS: On motion by Commissioner Santacroce,  seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNT RECEIVABLE: Secretary Vasiliou reported on 7/31/2015 A/R which shows increases of $2,731.14 for Conn 9-3, and $1,946.35 for Conn 9-4. Net decreases of $1,022.22 for Conn 9-2, $404.57 for Conn 9-5, $1,177.70 for MR and $4.74 for E101 were also noted.

LEGAL ACTION: Mr. Vasiliou stated that the 7/31/15 report shows 2 summary process actions started and $307.72 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the quarterly reports for the CT State housing complexes for the period ending 6/30/15. E101 showed a net gain of $12,102.10 for the period. Retained earnings are adequate. Mr. Vasiliou reported that window and roof replacements will be the next project at E101.

Moderate Rental showed a gnet gain of $40,079.18 for the period. Retained earnings are adequate.

SECTION 8: 874 Section 8 units were under lease as of 8/1/15. Mr. Vasiliou reported that the administrative fees for Section 8 have not been determined at this time.

PERSONNEL: Mr. Vasiliou reported that an offer has been made to a qualified candidate for the position of Public Housing Manager due to the retirement of Karen Brown.

MAINTENANCE: 194 work orders were completed in July. Vacancy prep continues. Summer landscaping/trimming and assorted painting/cleaning tasks being done at Marino Manor and Monarca Place.

MODERNIZATION: TS: Roof replacement project bids are due August 26, 2015. A walkthrough was held on August 18, 2015. Boiler room bids are due on August 14, 2015. A walkthrough was held on August 6, 2015. Sidewalk repair bids are due on August 13, 2015. A walkthrough was held on August 4, 2015. SHRP/MR: Electrical upgrades project is complete. Gibraltar was unable to complete the project so change order credits have been issued back to MHA to resolve the outstanding items. Windows/siding/roofing project is awaiting the lates architech punch list reports.

OLD BUSINESS: Mr. Vasiliou reported that MHA has retained an attorney in the Allen Construction matter. They met with the surety company, Mr. Allen and his attorney to discuss the future of the windows/siding/roof project at the time. MHA will not withdraw the termination of the contract but did offer conditions under which the work may continue. The surety company verbally agreed to the conditions, however, no specific proposal for the continuation of the project has been received.

NEW BUSINESS: Mr. Vasiliou reported that HUD has increased the procurement threshols for micro, samll and sealed bid purchases. On motion by Commissioner Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to adopt Resolution 2015-10 and waive reading of same.

PROCUREMENT POLICY

BE IT RESOLVED BY THE Board of Commissioners of the Housing Authority of the City of Middletown that the procurement policy for The Housing Authority of the City of Middletown be amended as follows: A: Micro Purchase threshold of up to $3,000.00. B: Small Purchase threshold for $3,000.00 to $50,000.00. C: Sealed bids shall be used for all construction and equipment contracts exceeding the small purchase threshold of $50,000.00.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to adjourn the monthly meeting at 5:50 p.m.
