REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

August 12, 2013

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, August 12, 2013.

Chairman Osborne called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman, Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager;  Attorney John Boccalatte

ABSENT: Senova Stone, Commissioner

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: The items identified in the July public session by residents of Sbona Tower have been addressed by staff.

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the minutes of the July 8, 2013 meeting as submitted. Commissioner Greeenberg abstained from the vote.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the bills  of the as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 7/31/13 A/R which shows decreases of $598.15 for Conn 9-2, $755.21 for Conn 9-3, and $300.80 for Conn 9-4, $22.80 for Conn 9-5, $551.22 for MR and $77.14 for MM. 

LEGAL ACTION: Attorney Boccalatte stated his 7/31/13 report shows 6 summary process actions started and $142.70 collected on vacated accounts.  

FINANCIAL: Mr. Guzzi submitted the quarterly statements for CT State Family and Elderly complexes for the period ending June 30, 2013.

CT State Elderly (E101) shows a net gain on $9,059.21 for period. Retained earnings are adequate.

CT State Family (MR) shows a net gain of $44,408.88 for the period. REtained earnings are adequate.

Mr. Vasiliou reported that the HUD Fderal Capital Grant is lower this year than last – a pattern for the last several years. He does not anticipate the grants increasing in the near future. He reported that the Section 8 program remains in flux financially. There also continues to be a cmovement toward converting public housing units to Section 8 assistance.

He reported that a total of 85 HCV vouchers have been utilized at the Carabetta complexes as of August, 2013.

SECTION 8:

PERSONNEL: NONE

MAINTENANCE: 288 work orders were completed in July. Vacant unit prep continues at complexes.

MODERNIZATION: Fed: Schematic design meeting for camera upgrades will be held on 8/13/13. TS: Relocation of the laundry facilities from the basement to the 1st floor is underway. Overflow MHA parking is awaiting installation of the entry gate and paving of the area. MR: Contract signed with Sav-Mor Cooling & Heating for installation of furnaces. Expected start date is Sept. 1st. Electrical work has begun on Daddario Road and Kieft Road. Contract data for windows/siding/roofs is being finalized. Weatherization by NEC continues. Kitchen exhaust fans being installed at Santangelo Circle. Attic and side wall insulation and duct cleaning being done at Santangelo Circle, Long Lane and Daddario Road areas. MM: Installation of kitchen cabinets due to start 8/19/13. New shutoff valves were replaced in anticipation of new floor installations. Kitchen exhaust fans being installed in August.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to adjourn the monthly meeting at 5:50 p.m.
