Meeting Minutes – December 8, 2014

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

December 8, 2014

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, December 8, 2014.

Chairman Noglow called the meeting to order at 5:06 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner (phone);

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Senova Stone, Commissioner; Phil Cacciola, Commissioner (unexcused absences.)

PUBLIC SESSION: A resident of Sbona Tower brought several issues to the Board that he would like addressed. Mr. Rumberger will review this request.

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: Due to abstentions, approval of the minutes from the November 10, 2014 meeting was tabled to the January 2015 meeting.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 11/30/2014 A/R which shows increases of $467.66 for Conn 9-2, $2,858.57 for Conn 9-3, $4,573.16 for Conn 9-4 $13.37 for Conn 9-5 and $6,301.06 for MR. Net decreases of $42.67 for E101 were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 11/26/2014 report shows no summary process actions started and $230.00 collected on vacated accounts.

FINANCIAL: Mr. Guzzi reported that he continues to work on the transition to TD Bank from Citizen’s Bank. He also stated that he will be submitting both Federal and State budgets for review next month.

SECTION 8: 876 Section 8 units were under lease as of 12/01/14.  Mr. Vasiliou noted that the average HAP payment continues to increase resulting in less funds being available.

PERSONNEL: Mr. Vasiliou informed the Board that the maintenance department has two employees that are experiencing health issues and will be out of work for several weeks. He also stated that Stephen Kish has been reassigned to both the Public Housing and Section 8 departments. He will be working half time in each department.

MAINTENANCE:  143 work orders were completed in November. Vacant unit prep continues at all complexes.

MODERNIZATION: Federal: Final closeout documents for the Security Camera Upgrade have been received. The system seems to be very effective and user friendly. TS: Giufridda Engineering will be conducting a site survey to look at the reasons for equipment failures at this site. SHRP: Electrical punchlist items being addressed. Windows/Siding/Roofs punchlist at Santangelo Circle is ongoing. Work on buildings on Long Lane continues.

OLD BUSINESS: Mr. Vasiliou reported that the Senior Center will be vacating the premises this week. The locks will be changed on Friday to maintain security in the building. He also informed the Board that he has a RFP for consultants services to investigate the separation of the Sbona Tower/Spear Park property and other duties as needed.

There being no further business to come before the Commission, on motion by Commissioner Greenberg, seconded by Commissioner Santacroce; it was unanimously voted to adjourn the monthly meeting at 5:32 p.m.
