Meeting Minutes – December 9, 2013

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

December 9, 2013

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, December 9, 2013.

Chairman Osborne called the meeting to order at 5:07 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman; Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner;

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Senova Stone, Commissioner; (excused absences)

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Vice Chairman Noglow; it was unanimously voted to approve the minutes of the November 12, 2013 meeting as submitted. Chairman Osborne abstained from the vote.

APPROVAL OF BILLS: On motion by Vice Chairman Noglow, seconded by Commissioner Santacroce; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 11/30/13 A/R which shows increases of $2,265.55 for MR. Net decreases of $1,618.72 for Conn 9-2, $446.86 for Conn 9-3, and $3,452.11 for Conn 9-4, $49.51 for Conn 9-5 and $34.57 for E101 were also noted. 

LEGAL ACTION: Attorney Boccalatte stated his 11/30/13 shows no summary process actions started and $34.00 collected on vacated accounts.

FINANCIAL: Mr. Guzzi reported that MHA has notified CHFA of a propsed base rent increase of $10.00 per unit at the Moderate Rental complex effective April 1, 2013. Residentes were also notified of the proposed increase. No verbal or written comments from residents were received regarding this increase. 

SECTION 8: 892 Section 8 units were under lease as of 12/01/13.  Mr. Vasiliou  informed the Board that MHA will be project basing 40 units at the Moderate Rental complex in the near future. Approximately 18 units have been selected to receive the subsidy effective February 1, 2014. Residents of these units have been invited to an informational meeting on December 16, 2013 at the Marino Manor Community Room.

PERSONNEL: NONE

MAINTENANCE:  245 work orders were completed in November. Vacant unit prep continues at all complexes.

MODERNIZATION: Federal: Bid specs for security camera upgrades have been prepared. They will be advertised in early December with bids being due mid January. Furnace replacement at Sunset Ridge is complete. Oil tanks are currently being removed. Electrical upgrades are completed at Rockwood Acres and are underway at Sunset Ridge. Windows/siding/roofs are underway at Santangelo Circle. The majority of the complex has been completed. Roof replacement has begun at Rockwood Acres.

OLD BUSINESS: NONE

NEW BUSINESS: Mr. Vasiliou informed the Board that an issue arose with the General Contractor for the Window/Siding/Roofing job at the Moderate Rental Complex. The issue pertained to some of the subcontractors and their workers and was reported in the paper and on the news. At no time was the job site shut down nor were residents displaced from their apartments. This issue is explected to be resolved in the very near future with no disruption to the residents.

ANY OTHER BUSINESS: Mr. Vasiliou advised the Board that he has been continuing talks wit the City regarding the future use of Spear Park.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Chairman Noglow; it was unanimously voted to adjourn the monthly meeting at 6:04 p.m.
