Meeting Minutes – January 13, 2014

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

January 13  , 2014

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, December 13, 2013.

Chairman Osborne called the meeting to order at 5:10 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman; Sebastian J. Santacroce, Commissioner;

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Izzi Greenberg, Commissioner; Senova Stone, Commissioner; (excused absences)

PUBLIC SESSION: NONE

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Vice Chairman Noglow; it was unanimously voted to approve the minutes of the December 9, 2013 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 12/31/14 A/R which shows increases of $352.22 for Conn 9-2.  Net decreases of $1,689.77 for Conn 9-3, $1,569.17 for Conn 9-4,  $1,971.60 for MR and $53.57 for E101 were also noted. There was no change at Conn 9-5. 

LEGAL ACTION: Attorney Boccalatte stated his 12/31/13 report  shows two summary process and one small claims actions started and $619.30 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the Management Plan and proposed Rental Increase for the Moderate Trental complexes for FYE 3/31/15. He also noted that no verbal or written comments regarding the proposed rental increase were received. On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adopt Resolution 2014-2 and waive reading of same.

RESOLUTION 2014-1

BE IT RESOLVED BY THE Board of Commissioners of the Housing Authority of the City of Middletown that the Connecticut State Family Management Plan for fiscal year ending March 31, 2015 as well as a base rent increase of $10.00 per month for two and three bedroom units be adopted as submitted.

Mr. Guzzi presented the Management Plan for the Marino Manor complex for FYE 3/31/15. On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adopt Resolution 2014-2 and waive reading of same.

 
RESOLUTION 2014-2

BE IT RESOLVED BY THE Board of Commissioners of the Housing Authority of the City of Middletown that the Connecticut State Elderly Management Plan for fiscal year ending March 31, 2015 be adopted as submitted.

Mr. Guzzi presented the Federal Budget for FYE 3/31/15. On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adopt Resolution 2014-3 and waive reading of same.

SECTION 8: 900 Section 8 units were under lease as of 01/01/14.  A briefing will be held on January 21, 2014 at which time approximately 50 vouchers will be released. Mr. Vasiliou noted that there has been a 31% cut in Section 8 funding nationwide. He does not see this as a temporary measure.


PERSONNEL: NONE

MAINTENANCE:  245 work orders were completed in December. Vacant unit prep continues at all complexes.

MODERNIZATION: Federal: Security Camera Upgrade bids are due 1/17/14 at 2:00 p.m.. MHA has a March deadline for obligation of the funds for this project. MR: Electrical upgrades are complete at Rockwood Acres. Sunset Ridge is 50% complete. Windows/Siding/Roofs: Majority of Santangelo Circle is complete. Roofs on Rockwood Acre are 75% complete. Furnaces: Furnace installation is complete. Awaiting close-out documents.

OLD BUSINESS: NONE

NEW BUSINESS: Mr. Vasiliou presented the Federal Annual Agency Plan. On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adopt Resolution 2014-4 and waive reading of same.

ANY OTHER BUSINESS: NONE

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Chairman Noglow; it was unanimously voted to adjourn the monthly meeting at 5:52 p.m.
