Meeting Minutes – July 9, 2012

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

JULY 9, 2012

The meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, July 9, 2012.

Chairman Osborne call the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman, Sebastian J. Santacroce, Commissioner; Izzi Greenberg Commissioner;

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Senova Stone, Commissioner (excused absence)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the May 14, 2012 meeting as submitted. Commissioners Noglow and Greenberg abstained from the vote.

On motion by Commissioner Santacroce, seconded by Commissioner Greeberg; it was unanimously voted to approve the minutes of the May 17, 2012 meeting as submitted. Commissioner Santacroce abstained from the vote.

On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the June 18, 2012 meeting as submitted. Commissioners Noglow and Osborne abstained from the vote.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 6/30/2012 A/R which shows increases of $9,826.81 for Conn 9-2, $5,333.77 for Conn 9-3 and $6,853.14 for Conn 9-4. Net decreases of $1,933.18 for MR and $911.96 for E101 were also noted. There was no change at Conn 9-5.

LEGAL ACTION: Attorney Boccalatte stated his 6/30/2012 report shows 1 summary process action started and $59.50 collected on vacated accounts. 

FINANCIAL: Mr. Guzzi reported that MHA’s annual audit will begin on July 16, 2012 and will take several days to complete.

SECTION 8: 731 Section 8 units were under lease as of 7/1/2012. Mr. Vasiliou informed the Board that the Section 8 department will hold a briefing and voucher  release in August, 2012. Approximately 65 vouchers will be released at that time.

He reported that a total of 72 HCV vouchers have been utilized at the Carabetta complexes as of July 2012. Due to the lack of eligible families in the Carabetta complexes, MHA has requeted and been approved by HUD to project base approximately 50 vouchers. The vouchers willb e put out to bid and an independent board will award the management of the vouchers.

PERSONNEL: NONE

MAINTENANCE: 181 work orders were completed in January. Vacant unit prep continues at the Moderate Rental & Federal complexes. Basement window replacement continues on Rogers Road.

MODERNIZATION: Sbona Tower: Awaiting final paperwork from Quality Improvments. All other projects are complete.

OLD BUSINESS: Mr. Vasiliou reported that MHA has been awarded $3 Million from the State of Connecticut for revitalization of the Moderate Rental complexes. MHA will contribute an additional $1.8 million to these monies. Priorities for these monies are electrical upgrades, furnace replacements, roof replacment and exterior upgrades.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to adjourn the month meeting at 5:37 p.m.
