REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

June 10, 2013

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, June 10, 2013.

Vice Chairman Noglow called the meeting to order at 5:06 p.m. and called the roll.

PRESENT: Evan Noglow, Vice Chairman, Sebastian J. Santacroce, Commissioner;  Senova Stone, Commissioner.

ALSO PRESENT:  William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.   

ABSENT: Lee Osborne, Chairman; Izzi Greenberg, Commissioner (excused absences.)

PUBLIC SESSION: Resident from Traverse Square expressed her concerns regarding noise and/or visitors at the Travese Square location.

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner  Noglow; it was unanimously voted to approve the minutes of the May, 2013 meeting as submitted. 

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Vice Chairman Noglow;  it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 5/31/13 A/R which shows increases of $3,521.12 for Conn 9-2, $339.95 for Conn 9-3, $25.00 for Conn 9-5, $4,535.27 for MR and $23.94 for E101. Net decreases of $1,277.93 for Conn 9-4 were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 5/31/2013 report shows one summary process actions started and $214.35 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the financial statements FYE 3/31/2013 for the Fdderal and Section 8 programs.

SECTION 8: 812 Section 8 units were under lease as of 6/01/2012.  Funding levels are at 109.18% of budget.

He reported that a total of 85 HCV vouchers have been utilized at the Carabetta complexes as of June 1, 2013.

PERSONNEL: NONE

MAINTENANCE: 377 work orders were completed in May.

MODERNIZATION: Federal: Met with Business Protective Services, a design firm, regarding security camera upgrades. $250,000 grant available, must be submitted by June 19, 2013. MR: Electrical work to begin June 17th, 2013. CFHA will have a field observer for this project. Bid for both of the Furnace Upgrade and the Windows, Siding and Roofing Projects were due 6/7/2013. We received 3 bids for the Furnance Upgrade and (7) Bids for the Windows, Siding and Roofing Project. Weatherization Unit Audits complete for Santangelo Circle, Rockwood Acres and Daddario Road will be move onto Rogers and Schaefer. MM: Cabinet upgrades will begin soon.

OLD BUSINESS: NONE

NEW BUSINESS: Mr. Vasiliou presented Resolution 2013-12 for approval. On motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adopt Resolution 2013-12 and waive reading of same.

RESOLUTION 2013-12

WHEREAS: The Middletown Housing Authority has earned excess Section 8 Administrative fees designated as Pre-2004 Administrative Fee Reserve and

WHEREAS: The balance of these fees totaled $194,718 as of March 31, 2013 and

WHEREAS: Pre-2004 Fees can be made available for legal and compliant activities of the Middletown Housing Authority

THEREFORE BE IT RESOLVED by the Commissioners of the Housing Authority of the City of Middltown to transfer pre-2004 administrative fee reserve to the Middletown Housing Authority local initiatives account to be made available for the advancement of affordable housing.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Commissioner Noglow; it was unanimously voted to adjourn the monthly meeting at 5:39 p.m.
