REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
March 10, 2014
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, March 10, 2014.
Chairman Osborne called the meeting to order at 5:10 p.m. and called the roll.

APPROVAL OF MINUTES: On motion by Commissioner Greenberg, seconded by Commissioner Stone; it was unanimously voted to approve the minutes of the February 20, 2014 meeting as submitted.
APPROVAL OF BILLS: On motion by Commissioner Greeberg, seconded by Commissioner Stone; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 2/28/2014 A/R which shows increases of $2,303.80 for Conn 9-2, $269.45 for Conn 9-4 and $5.00 for Conn 9-5 and $5.00 for E101. Net decreases of $1,292.97 for Conn 9-3 and $1,368.57 for MR.
LEGAL ACTION: Attorney Boccalatte stated his 2/28/2014 report shows one summary process action, five small claims cases started and $317.00 collected on vacated accounts.
FINANCIAL: Mr. Guzzi presented the proposed write offs for Dederal and Stae of CT complexes.
On motion by Commisioner Greenberg, seconded by Commissioner Stone, it was unanimously voted to adopt Resolution 2014-7 and waive reading of same.
WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Moderate Rental (MR11, MR-11A & MR 47) vacated accounts and:
WHEREAS, the Housing Authority has deemed these accounts to be uncollectible;
NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $9,793.64 be written off:

PERSONNEL: NONE
MAINTENANCE: 184 work orders were completed in February. Apartnemtn turnover work continues in all complexes.
MODERNIZATION: Federal: Contract signed with ESCS for security camera upgrades. Completion of installation is scheduled for summer. SHRP/MR: Electrical work is 85% complete at Sunset Ridge. Windows/siding/roofs are complete at Santangelo Circle. Roofs should be complete in all complexes by March 14th. Siding and windows are underway of Kieft and Cubeta Roads. Closeout meeting was held for the furnace upgrade project. Waiting for final sign-off from A/E.
OLD BUSINESS: Commissioner Greenberg requested that the commisioners be notified by email of pending projects, bids, project-basing etc.
NEW BUSINESS: Mr. Vasiliou presented the Board wit the income limits for the Moderate Rental and Elderly State of CT complexes for the year 2014.
The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Moderat Rental Housing Complex MR-11, MR 11A & MR 47A as follows:
For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g.
For Continued Occupancy: The maximum income limits for continued occupancy in Moderate Rental Housing are equal to 125% of the admission limits for such housing.

On motion by Commissioner Stone, seconded by Commissioner Greenberg, it was unanimously voted to adopt Resolution 2014-6 and waive reading of same.
