REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
March 11, 2013
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, March 11, 2013.
Chairman Osborne called the meeting to order at 5:06 p.m. and called the roll.
PRESENT: Lee Osborne, Chairman; Evan Noglow, Vice Chairman (late); Sebastian J. Santacroce, Commissioner; Izzi Greenberg, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; Thomas Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.
ABSENT: Senova Stone,Commissioner; (excused absences.)

APPROVAL OF MINUTES: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the minutes of the Febraury 14, 2013 special meeting as submitted.
On motion by Commissioner Santacroce, seconded by Comisssioner Greenberg; it was unanimously voted to approve the minutes of the February 14, 2013 reshceudled meeting as submitted. Commissioners Noglow and Greenberg abstained from the vote.
APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Greenberg; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 2/28/2013 A/R which shows increases of $178.33 for Conn 9-2 and $341.75 for MM. Net decreases of $660.13 for Conn 9-3, $1,129.68 for Conn 9-4, $35.48 for Conn 9-5 and $1,681.95 for MR were also noted.
LEGAL ACTION: Attorney Boccalatte stated his 2/22/2013 report shows one small claims action and one state marshal fee charged and $30.00 collected on vacated accounts.
FINANCIAL: On motion by Commissioner Dantacroce, seconded by Commissioner Greenberg; it was unanimously voted to adopt Resolution 2013-9 and waive reading of the same.

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Moderate Rental (MR11, MR-11A & MR 47) vacated accounts and;
WHEREAS, the Housing Authorit has deemed these accounts to be uncollectible;
NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $8,785.87 be written off:

WHEREAS, the Housing Authorit has deemed these accounts to be uncollectible;
NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $1,571.95 be written off:

SECTION 8: 797 Section 8 units were under lease as of 3/1/2013. Funding levels are at 107.28% of budget. Mr. Vasiliou informed the Board that a briefing and voucher release is tentatively scheduled for late March.
PERSONNEL: Mr. Vasiliou informed the Board that the Section 8 department has two new part-time employees.
MAINTENANCE: 229 work orders were completed in February. Vacant unit prep continues at all complexes.
MODERNIZATION: Sbona Tower: MT & TS: Received four (4) RQ’s for security camera upgrade. Rating and ranking taking place. Received energy savings report from HUD Green Technical Assistance. Minor improvements wer identified. MR: Electrical upgrade rebids received. Gibralter awarded the contract. Window/siding/roofs/furnaces project work continues. Received furnace bid specs-being review in house. MM: Eleven (11) bids received for cabinet project – bids being reviewed by architect.
