Meeting Minutes – November 10, 2014

REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

November 10, 2014

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, November 10, 2014.

Chairman Noglow called the meeting to order at 5:07 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian J. Santacroce, Commissioner;  Phil Cacciola, Commissioner

ALSO PRESENT:  William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT:  Senova Stone, Commissioner; (excused absence), Izzi Greenberg, Commissioner; (unexcused absence.)

PUBLIC SESSION: A Sbona Tower resident attended the meeting but did not speak.

FOLLOW-UP REPORT: NONE

APPROVAL OF MINUTES: On motion by Commissioner Cacciola, seconded by Commissioner Sanacroce; it was unanimously voted to approve the minutes of the october 14, 2014 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 10/31/14 A/R which shows increases of $4,823.89 for Conn 9-2 and $19.03 for E101. Net decreases of $1,683.40 for Conn 9-3, $1,271.98 for Conn 9-4, $142.46 for Conn 9-5 and $2,000.34 for MR were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 10/31/2014 report shows three (3) summary process actions started and $816.94 collected on vacated accounts.

FINANCIAL: Mr. Guzzi presented the quarterly financial statements for the State of Connecticut housing at the Marino Manor and Moderate Rental properties for the quarter ending 6/30/2014. Marino Manor noted a net gain for the period of $17,059.42 Retained earnings are adequate. The Moderate Rental complex noted a net gain for the period of $246.676.26. Retained earnings are adequate.

Mr. Vasiliou reported that MHA has notified CHFA and the residents of a proposed base rent increase of $15 for a one bedroom, $20 for a two bedroom and $25 for a three bedroom unit at the Moderate Rental complex effective April 1, 2015. A public hearing on the proposed increases will be held on January 12, 2015.

 

SECTION 8: 878 Section 8 units were under lease as of 11/01/2014.

PERSONNEL: Mr. Vasiliou informed the Board that Mary Knowlen, part-time Section 8 employee, has resigned from her position effective October 31, 2014. Stephen Kish will assume this part-time position in addition to his part-time duties with the Public Housing and Maintenance departments. He also stated that the maintenance department has one staff member on long term worker’s compensation and one out for an indefinite period due to health issues. 

MAINTENANCE:  146 work orders were completed in October. Vacant unit prep continues at all complexes.

MODERNIZATION:  Federal Camera Upgrade: Closeout process underway. Wider view cameras were installed in the elevators at Sbona Tower. TS: A site survey with Giufridda Engineering is being corrdinated due to the boiler room equipment not performing at peak efficiency. MR: electrical final punch list items being addressed. Windows/siding/roofs project work continues. Santangelo Circle punch list is ongoing. Long Lane work is underway.

SPECIAL REPORTS: Mr. Vasiliou engaged Trevor Davis to conduct an analysis on possible usage for the Senior Center space that is to be vacated by the City of Middletown mid December. Due to possible changes in HUD disposition rules, Mr. Vasiliou is investigating separating into two parcels the land now used by Spear Park and Sbona Tower. It is currently listed as once parcel with HUD.

There being no further business to come before the Commission, on motion by Commissioner Santacroce,  seconded by Commissioner Cacciola;  it was unanimously voted to adjourn the monthly meeting at 5:55 p.m.
