REGULAR MEETING OF THE HOUSING AUTHORIT

OF THE CITY OF MIDDLETOWN

November 13, 2018

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Tuesday, November 13, 2018.

Vice Chairman Santacroce called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner; Larry Riley, Commissioner; Senova Stone, Commissioner

ALSO PRESENT: Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager, Atty John Boccalatte

ABSENT: Evan Noglow, Chairman; William Vasiliou (excused absences)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Cacciola; seconded by Commissioner Riley, it was unanimously voted to approve the minutes of October 9, 2018 meeting as submitted.

APPROVAL OF BILLS: On motion by Commissioner Cacciola, seconded by Commissioner Riley; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Mr. Guzzi reported on the 10/31/18 A/R which shows a decrease of $191.30for Conn 9-2, a decrease of $4505.22 for Conn 9-3, a decrease of $4205.46 for Conn 9-4, an increase of $6.18 for Conn 9-5, an increase of $1994.96 for State Family and an increase of $144.00 for E -101.

LEGAL ACTION: Atty. Boccalatte reported on his 10/31/18 report. It was a very active month in new cases opened, with collections a little up this month.

FINANCIAL: Mr. Guzzi reported that the budget work is still ongoing.

SECTION 8:   Mr. Guzzi reported that as of 11/8/18 there are 807 Section 8 units in place which is up from last month.

PERSONNEL: None

MAINTENANCE: 258 work orders completed in October.

MODERNIZATION: Traverse Electrical Switchgear: All trenching has been completed and re-paved. Awaiting Eversource to set poles at street and pull wires to new transformer; switchgear work to continue. Sbona Greenhouse Design –apt. balconies are framed and roofs sheathed. Sbona Parking – MHA reviewing conceptual drawings of parking lot and looking for revisions. Sbona Roof – has been approved for warranty work. Moderate Rental–window well replacement 100% complete in Sunset Ridge. Santangelo Circle and Rockwood Acres neighborhoods power washed and cleaned. Furnace filters and smoke detector batteries replaced in all 3 neighborhoods. Mr. Rumberger met with Public Works about finished grade heights of multi-use trail path and the impact of drainage/driveway resurfacing we have planned.

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to adjourn the monthly meeting at 5:26 p.m.
