REGULAR MEETING OF THE HOUSING AUTHORITy

OF THE CITY OF MIDDLETOWN

May 14, 2018

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, May 14, 2018.

Chairman Noglow called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner; Larry Riley, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Senova Stone, Commissioner (excused absence)

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the minutes of April 9, 2017 meeting as submitted. On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to approve the minutes of the Annual Meeting on April 2, 2018.

APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 4/30/18 A/R which shows a decrease of $1583.90 for Conn 9-2; an increase of $448.33 for Conn 9-3, an increase of $992.27 for Conn 9-4, $0 impact for Conn 9-5, an increase of $159.89 for Conn State family, and a decrease of $58.76 for E-101. A very good month for A/R- collections were excellent.

LEGAL ACTION: Attorney Boccalatte reported on his 4/30/18 report. It was a fairly standard month for legal action and a very strong collection month. Mr. Vasiliou reviewed current pending cases.

FINANCIAL: Mr. Guzzi reported the finance department is preparing the financials for the end of the fiscal year.

SECTION 8:   Mr. Vasiliou reported that as of 5/3/18 there are 825 Section 8 units in place and the per unit cost is $774.23.

PERSONNEL: None

MAINTENANCE: 167 work orders completed in April.

MODERNIZATION: Traverse Electrical Switchgear– Engineer and Contractor working with Eversource to reroute underground conduit as it enters building. Equipment can be ordered once route is ok’d. Sbona Parking, Entry System, Greenhouse Roofs – awaiting close out documents /final paperwork for Sbona/Monarca A/V entry system, greenhouse design portion underway; received one bid for parking gates, will be rebid; Other– Traverse Square bids for exterior painting due 5/15/18.

 

OLD BUSINESS: None

NEW BUSINESS: Mr. Vasiliou presented the annual update to the maximum income limits for admission to the CT State Family and Elderly complexes effective May 1 2018 as published by HUD. On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce; it was unanimously voted to adopt Resolution 2018-6 and waive reading of same.

RESOLUTION 2018-6

BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the maximum income limits for admission to State of Connecticut Moderate Rental Housing be increased per the attached Certificate of Approval.

CERTIFICATE OF APPROVAL

The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Moderate Rental Housing Complex MR-11, MR 11A & MR 47A as follows:

For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g.

For Continued Occupancy: The maximum income limits for continued occupancy in Moderate Rental Housing are equal to 125% of the admission limits for such housing.

RESOLUTION 2018-7

BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the maximum income limits for admission to State of Connecticut Elderly Housing be increased per the attached Certificate of Approval.

CERTIFICATE OF APPROVAL

The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Elderly Housing Complex E-101 as follows:

For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g.

Admission Limits

$50,530 for 1 person

$57,550 for 2 persons

 

On motion Commissioner Cacciola; seconded by Vice Chairman Santacroce, it was unanimously voted to adopt Resolution 2018-7 and waive reading of same.

 

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:41 p.m.
