REGULAR MEETING OF THE HOUSING AUTHORITY

 OF THE CITY OF MIDDLETOWN

                 April 10, 2023

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, April 10, 2023.

Vice Chairman Santostefano called the meeting to order at 5:11 p.m. and called the roll. 

PRESENT: Al Santostefano, Vice Chairman; Larry Riley, Commissioner

Vice Chairman Santostefano, noting a lack of a quorum, continued the meeting with reports only, with no voting action to be taken.

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason Lewellyn, Esq.

ABSENT: Phil Cacciola, Chairman; Senova Stone, Commissioner; Evan Noglow, Commissioner (excused absences)

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES: No action taken

APPROVAL OF BILLS:  No action taken.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the March 2023 A/R which shows a decrease of $26,278.64 for CONN 9-2, a decrease of $12,581.15 for Conn 9-3, a decrease of $55,493.35 for Conn 9-4, a decrease of $2,604.52for CONN-5, a decrease of $38,540.01 for State Family, and a decrease of 5,500 for E-101. Decreases were a result of write-offs.

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 3/31/23. In February, 2 new Summary Process actions were filed with the court, and 4 stipulated agreements were entered.

FINANCIAL: Mr. Vasiliou reported that the Finance Department has been working on year-end close out.

SECTION 8:  Mr. Vasiliou reported that there are 811 units in place and the average HAP payment is $847.45. The department has been working with landlords, and on inspections of all apartments for

the project- basing of approximately 50 units.

PERSONNEL: Mr. Vasiliou reported that the accountant has resigned. Two new people were hired:

Harold Hart will serve as Modernization Coordinator; Jason Williams will serve as Accountant.

MAINTENANCE:  166 work orders were completed in March.

MODERNIZATION:  Monarca Place HVAC/Generator: Switchgear equipment arrival spring ’23.  General delivery TBD. Marino Manor Expansion:  Brick mock-up approved. Side drainage nearing completion; insulation/sheetrock TBD

Modernization Con’t:

Sbona Tower Façade/Masonry RFQ: Bid Spec underway.  Site Survey completed. Maplewood Terrace Paving: Empire Paving approved for award by CBDG office. Main Street Mixed Use Project:  A/E RFQ services still under review. Phase 2 draft report from Cummins Envirotech Inc. received and under review. Moderate Rental Cleanup: Jonah Center Volunteers have cleaned up woods along Cubeta Rd., Daddario Road, and Santangelo Circle over the late winter/early spring.

SPECIAL REPORTS:  None

OLD BUSINESS:  MHA is seeking approval of subdivision at Spear Park.

NEW BUSINESS:  None

OTHER BUSINESS:  None

There being no further business to come before the Commission, on motion by Commissioner Riley, seconded by Vice Chairman Santostefano; it was unanimously voted to adjourn the meeting at

5:27 pm.
