REGULAR MEETING OF THE HOUSING AUTHORITY

            OF THE CITY OF MIDDLETOWN

                          August 14, 2023

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, August 14, 2023.

Chairman Cacciola called the meeting to order at 5:00 p.m. and called the roll. 

PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner; Evan Noglow, Commissioner.

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason Lewellyn, Esq.; Linda Guarino, Section 8 Manager. Marie Webster, Finance Manager

ABSENT: Senova Stone, Commissioner (excused absence)

PUBLIC SESSION:  None.

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES: On motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the monthly meeting held on July 10, 2023.

APPROVAL OF BILLS:  On motion by Commissioner Riley, seconded by Vice Chairman Santostefano, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the July 2023 A/R which shows a decrease of $2,140.67 for CONN 9-2, an increase of $3,240.64 for Conn 9-3, a decrease of $576.85 for Conn 9-4, no change for CONN-5, an increase of $4,229.16 for State Family, and an increase of $380.72 for E-101.

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 7/31/23. There were 4 new Summary Process cases opened, and 4 stipulated agreements were entered.  $276.52 was received for vacated accounts.

FINANCIAL: Ms. Webster reported that the auditor will be in house in September. The department has been preparing/uploading information requested by the auditor.

SECTION 8:  Ms. Guarino reported that there are 799 units in place and the average HAP payment is $890.23. The department is in the process of adding project- based vouchers to the program. Ms. Guarino is meeting with landlords participating in the project basing and working on the Moving to Work program.

PERSONNEL: None

MAINTENANCE:  182 work orders were completed in June.

MODERNIZATION:  Monarca Place HVAC/Generator: Awaiting delivery update on remaining equipment to be installed. Marino Manor Expansion:  Painting underway; domestic water and sprinkler lines tied to water main.  Sbona Tower:  reviewing findings with Architect and consultant for suggested repair approach. Anticipated bid date late December/early Jan. Main Street Mixed Use Project:  Phase 3 drilling completed.  CBDG Grant: Awaiting confirmation of award for Long Lane sidewalks for $85k.  General Items: City looking to make Food Waste Recovery program permanent,

including our Moderate Rental neighborhoods.  Non-resident vehicle enforcement efforts are underway with office and maintenance staff. 

SPECIAL REPORTS:  Mr. Vasiliou presented the preliminary drawing for the Main Street Project.

OLD BUSINESS:  Mr. Vasiliou updated the Commission on the Moving to Work program.  Representatives from HUD contractor for  MTW will be here at the end of Septembert for review.

NEW BUSINESS:  None

OTHER BUSINESS:  Commissioner Riley inquired about the process for employee complaints and asked Atty Lewellyn to potentially investigate.

There being no further business to come before the Commission, on motion by Commissioner Riley, seconded by Vice Chairman Santostefano; it was unanimously voted to adjourn the meeting at

5:55 pm.
