REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
December 12, 2022
The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, November 14, 2022.
Chairman Noglow called the meeting to order at 5:11 p.m. and called the roll.
PRESENT: Evan Noglow, Chairman; Phil Cacciola, Commissioner; Larry Riley, Commissioner; Al Santostefano, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason Lewellyn, Esq.; Linda Guarino, Section 8 Manager
ABSENT: Senova Stone, Commissioner; Christine Juraska, Finance Director (excused absences)

FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the November 14, 2022 meeting.
APPROVAL OF BILLS: On motion by Commissioner Riley, seconded by Commissioner Cacciola, it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the November 2022 A/R which shows an increase of $2,465.71 for CONN 9-2, an increase of $2,063.01 for Conn 9-3, a decrease of $2,312.14 for Conn 9-4, an increase of $1,054.47 for CONN-5, an increase of $8,225.37 for State Family, and an increase of 696.00 for E-101.
LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 11/30/22. In November, 1 Summary Process eviction case was filed with the court, and 4 cases were closed. $375.01 was received in collections.
FINANCIAL: Mr. Vasiliou informed the board of the annual base rent increase for State Family and State Elderly. A public hearing was scheduled for Dec. 12, 2022, for comments. There was no resident input at hearing, and no written submissions were received.
SECTION 8: Ms. Guarino reported that there are 818 units in place, and the average HAP payment is $814.66. The department has received landlord applications for project basing.
PERSONNEL: None
MAINTENANCE: 162 work orders were completed in November.
MODERNIZATION: Maplewood Window /Door Replacement: Retainage being release. Job closed out. Monarca Place HVAC/Generator: new concrete pad in place for generator.
Marino Manor Expansion: Both slabs complete; framing underway. Sbona Tower Exterior Façade/Masonry RFQ: A/E contract finalized with CWA Architects.
Maplewood Terrace Paving: Bids due January 26 for anticipated spring start date.
Main Street A/E RFQ: 8 responses received.
SPECIAL REPORTS: None
OLD BUSINESS: None
NEW BUSINESS: Mr. Vasiliou presented Resolution 2022-12 outlining the Marino Manor Expansion funding.
RESOLUTION 2022-12
WHEREAS: The Middletown Housing Authority State elderly Marino Manor seeks to add 8 additional units to its Randolph Road location.
WHEREAS: The MHA State Elderly Marino Manor property seeks to obtain financing in the amount of $ 950,000.00
WHEREAS: The Middletown Housing Authority Local Initiatives Fund is willing to provide $950,000.00 of financing for a 10-year maximum term at 4.5% per annum with no prepayment penalty
NOW, THEREFORE, LET IT BE RESOLVE: The Housing Authority Board of Commissioners authorize the Executive Director to execute the above-described note (and terms) with the two parties as described, employing standard specific terms.
On motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to adopt Resolution 2022-12, and waive reading of the same.
OTHER BUSINESS: Mr. Vasiliou informed the Commission that the annual plan is complete for January. Phase 1 of the land survey has been performed on Spear Park; awaiting phase 2 environmental study.
There being no further business to come before the Commission, on motion by Commissioner Riley, seconded by Commissioner Santostefano; it was unanimously voted to adjourn the meeting at
5:45 pm.
