REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

  February 14, 2022

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, February 14, 2022.

Commissioner Cacciola called the meeting to order at 5:06 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Vice-Chairman; Larry Riley, Commissioner.; Phil Cacciola, Commissioner; Senovia Stone, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine Juraska, Finance Manager; Jason Lewellyn, Esq.

ABSENT:  Sebastian Santacroce, Vice Chairman

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Riley, seconded by

Commissioner Cacciola, it was unanimously voted to approve the minutes of the January 10, 2021 meeting.

APPROVAL OF BILLS:  On motion by Commissioner Riley, seconded by Commissioner Stone, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on January 2022 A/R which shows a decrease of $9,828.96 for CONN 9-2, a decrease of $11,948.562 for Conn 9-3, a decrease of $5,775.11 for Conn 9-4, a decrease of $69.83 for CONN-5, a decrease of $21,807.91 for State Family, and a decrease of $2,903.78 for E-101.  

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 12/30/2021. There were two new cases open with Pretermination Notices for illegal occupants.  The CT state senate passed new legislation which will lessen some restrictions regarding NTQ timeframes.

FINANCIAL:  Ms. Juraska reported that the audit is complete and the operating subsidy has been approved.

SECTION 8:  Mr. Vasiliou reported that there are 834 units in place. The department is planning for another round of project basing, and working with the Portland Housing Authority to utilize vouchers in their senior complex.

PERSONNEL:  None.

MAINTENANCE:  100 work orders were completed in January.

MODERNIZATION:   Maplewood Window /Door Replacement:  Window installs are well underway in units 29-36.  Paint and punchlist for units 40-50.  Traverse Door Replacement: Awaiting install dart date from contractor. Sbona Tower Lobby Renovation:  Job close-out paperwork received. Monarca Place HVAC/Generator: Giuffrida Engineering bid document phase underway. Marino Manor Expansion: QA&M schematic design underway.

Sbona Tower Exterior Façade/Masonry: 4 firms submitted;  all 4 will provide fee and cost proposals.  Sbona Tower HVAC/Switchgear/ Maplewood and Traverse Square domestic water/HVAC piping and controls upgrade RFQ:  3 firms submitted; all 3 will provide fee and cost proposals.

SPECIAL REPORTS:  None

OLD BUSINESS:   Mr. Vasiliou presented the Resolution regarding Moving To Work for board approval.

                                                           BOARD OF COMMISSIONERS

                                   HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN (CT)

RESOLUTON:  1) APPROVING THE HOUSING AUTHORITY’S SUBMISSON OF THE MTW AMENEDMENT TO THE PUBLIC HOUSING AND HOUSING CHOICE VOUCHER ACC’S.

                          2) AUTHORIZING THE EXECUTIVE DIRECTOR OF THE HOUSING AUTHORITY TO EXECUTE ANY DOCMENTS REQUIRED BY HUD TO EXECUTE THE MTW ACC AMENDMENT TO THE

                              ANNUAL PLAN.

THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN (CT)               CT009

The U.S. Department of Housing and Urban Development (HUD) has selected the Housing Authority of the City of Middletown to participate in the Move to Work (MTW) Demonstration Expansion, to design and test new ways of providing housing assistance and services to the low-income households;

To complete the Housing Authority of the City of Middletown’s entry into the MTW Demonstrations Expansion program, the PHA must fully execute the MYW ACC Amendment to the Public Housing and Housing Choice Voucher Annual Contributions Contracts;

The draft MYW Acc Amendment was made available and shared with the Board of Commissioners on February 14, 2022, and the Board has examined and approved the same as to form and content.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Housing Authority of the City of Middletown as follows:

  1. The Board approves the MTW ACC Amendment.
  2. The Board authorizes the Authority’s Executive Director to sign and submit the MTW ACC Amendment to HUD.

ADOPTED by a majority of all members of the Board and signed by me in open session in authorization of its passage this 14th. day of February, 2022.

On motion by Commissioner Stone, seconded by Commissioner Riley, it was unanimously approved to adopt Resolution 2022-5, and waive reading of the same

There being no further business to come before the Commission, on motion by Commissioner Riley, seconded by Commissioner Stone; it was unanimously voted to adjourn the meeting at 5:27 pm.
