REGULAR MEETING OF THE HOUSING AUTHORITY

                                                      OF THE CITY OF MIDDLETOWN

                                                                February 12, 2024

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room and via Zoom at 40 Broad St., on Monday February 12, 2024.

Chairman Cacciola called the meeting to order at 5:01 p.m. and called the roll. 

PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice-Chairman, Larry Riley, Commissioner.

ALSO PRESENT: William Vasiliou, Secretary; Jason Lewellyn, Esq.

ABSENT: Senova Stone, Commissioner; Brian Gartner, Commissioner

PUBLIC SESSION: None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Riley, seconded by Vice Chairman Santostefano, it was unanimously voted to approve the minutes of the regular meeting held on January 8, 2024.

APPROVAL OF BILLS:  On motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted.

DIRECTOR’S/SECRETARY REPORT:   Mr. Vasiliou presented the proposed write offs for Federal, State Family and State elderly.  On motion by Chairman Cacciola, seconded by Vice-Chairman Santostefano, it was voted to approve the Federal write offs as submitted.

Mr. Vasiliou read the list of proposed write offs for State Moderate Rental (Resolution 2024-6)

RESOLUTION 2024-6

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Moderate Rental (MR11, MR-11A & MR 47) vacated accounts and;

WHEREAS, the Housing Authority has deemed these accounts to be uncollectible;

NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $21,872.35 be written off:

On Motion by Vice Chairman Santostefano, seconded by Commissioner Riley it was unanimously voted to adopt Resolution 2024-6.

Mr. Vasiliou read the list of proposed write offs for State Elderly E101 (Resolution 2024-7)

RESOLUTION 2024-7

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following State Elderly (E101) vacated accounts and;

WHEREAS, the Housing Authority has deemed these accounts to be uncollectible;

NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $549.43 be written off:

On Motion by Commissioner Riley, Seconded by Vice Chairman Santostefano, it was unanimously voted to adopt Resolution 2024-7.

The January A/R shows a decrease of $1,144.64 for CONN 9-2, an increase of $4,192.76 for Conn 9-3, an increase of $343.05 for Conn 9-4, an increase of $998.62 for CONN-5, a decrease of $6,316.63 for State Family, and a decrease of $564.10 for E-101.  Section 8: has 811 units in place and the average per unit cost is $992.54. 

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 1/31/24. There were 2 new cases opened. Four cases were resolved by stipulation.   $0.00 was collected this month.

MAINTENANCE:  Mr. Vasiliou noted that the department is fully prepared for the anticipated snowstorm.  Vacancies are very low, however there are some with extensive work to be done.  Mr. Vasiliou also reported that there has been an ongoing analysis of the current fleet; once completed, consideration will be given to purchase additional vehicles.

MODERNIZATION: Sbona Tower: Mr. Vasiliou presented the draft cost estimates from the Engineer and architect for the repointing project.
