JANUARY 2024 MINUTES

REGULAR MEETING OF THE HOUSING AUTHORITY

                                                      OF THE CITY OF MIDDLETOWN

                                                                  January 8, 2024

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., on Monday January 8, 2024.

Chairman Cacciola called the meeting to order at 5:01 p.m. and called the roll. 

PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice-Chairman, Larry Riley, Commissioner.

 Senova Stone, Commissioner, Brian Gartner, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Marie Webster, Finance Manager, Jason Lewellyn, Esq.

ABSENT: None

PUBLIC SESSION: None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commssioner Riley, seconded by Vice Chairman Santostefano, it was unanimously voted to approve the minutes of the regular meeting held on November 13, 2023. Due to lack of quorum, there was no meeting for December 11, 2023, therefore there are no minutes. 

APPROVAL OF BILLS:  On motion by Commissioner Gartner, seconded by Commissioner Stone, it was unanimously voted to approve the bills as submitted.

DIRECTOR’S/SECRETARY REPORT:  Ms.  Webster presented the LIPH (Federal) budget and the Management Plans for State Family and State Elderly, highlighting the components of each program.  Mr. Vasiliou also reported on the Annual Plans for the LIPH and Moving to Work. 

On Motion by Commssioner Gartner, seconded by Commissioner Stone, it was unanimously voted to approve Resolution 2024-1 (Annual Plan LIPH) and 2024-5 (Annual Plan MTW) and waive reading of the same. (see attached resolutions)

On Motion by Commissioner Gartner, seconded by Commissioner Stone, it was unanimously voted to approve Resolution 2024-2 (LIPH Budget), Resolution 2024-3 (State Family Management Plan), and Resolution 2024-4 (State Elderly Management Plan), and waive reading of the same. (see attached resolutions).

Mr. Vasiliou reviewed with the board the published audit for the fiscal year ending 3/31/23.  He pointed out that there were no findings form the auditor Maletta & Company and read into the record from the auditors’ opinion report page 58: “In our opinion, Middletown Housing Authority complied, in all material respects, with compliance requirements that could have a direct and material effect on each of its major Federal programs.

The December A/R shows an increase of 1285.02 for CONN 9-2, an increase of $1,545.87 for Conn 9-3, a decrease of $1,606.02 for Conn 9-4, a decrease of $862.93 for CONN-5, a decrease of $4,748.43 for State Family, and a decrease of $629.00 for E-101.  Section 8: has 811 units in place and the average per unit cost is $986.77.  Personnel: Mr. Vasiliou informed the Board that Andrew Corvo has been hired as the new Facilities Manager.

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 12/31/23. There was 1 new case opened as a Pretermination Notice. Two cases were resolved by stipulation. Three cases resulted in Noncompliance with Stipulation.  

MAINTENANCE:  No report

MODERNIZATION: Sbona Tower:  bids will be going out soon for repointing of the building. Maplewood Terrace: There was a pipe leak discovered underground; contractors have been hired to remedy the problem. Monarca Place HVAC/Generator:  installation of generator is complete.  Awaiting complete power to the elevators.  Marino Manor Expansion:  The goal is to begin renting the units beginning Feb. 1.

SPECIAL REPORTS:  None

OTHER BUSINESS:  The Commission is waiting for the completion of the Jackson Lewis investigation.

There being no further business to come before the Commission, the meeting adjourned at 5:50 pm.
