REGULAR MEETING OF THE HOUSING AUTHORITY

 OF THE CITY OF MIDDLETOWN

 July 12, 2021

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, July 12, 2021.

Vice Chairman Santacroce called the meeting to order at 5:06 p.m. and called the roll.

PRESENT: Sebastian Santacroce, Vice-Chairman; Larry Riley, Commissioner.; Phil Cacciola, Commissioner; Evan Noglow, Chairman (late arrival)

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine Juraska, Finance Manager; Jason Lewellyn, Esq.

ABSENT:  None

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the June 14, 2021 meeting.

APPROVAL OF BILLS:  On motion Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 6/30/21 A/R which shows an increase of $6561.66 for CONN 9-2, an increase of $11,081.60 for Conn 9-3, an increase of $22,395.74 for Conn 9-4, a decrease of $11,643.07 for Conn 9-5, an increase $22,063.21 for State Family, and a decrease of $75.85 for E-101.  We continue to deal with large amounts of unpaid tenant accounts receivables  due to the effects of the rent moratorium, and are still proceeding to work with residents on payment arrangements.

LEGAL ACTION:  Atty. Lewellyn reported on his report dated 6/30/21.  There were 5 new cases opened this month and collections were $97.82.

FINANCIAL:   Ms. Juraska reported that she is training a new staff member.

SECTION 8:  Mr. Vasiliou reported that there are 789 units in place. The department has issued proposals for project-basing units, and 44 are projected to be on-line by September.  Staff continues to have briefings.

PERSONNEL:  Mr. Vasiliou welcomed the new staff accountant, Heidi Brown.  Ms. Brown comes with a vast array of accounting background and 30+ years of experience.

MAINTENANCE:  187 work orders were completed in May. Yearly inspections of units have resumed that were suspended during Covid.

MODERNIZATION:  Sbona Elevator: Awaiting close-out docs. Maplewood Window /Door Replacement: BRD measuring for mock-up window install.  Traverse Door Replacement: BRD is the apparent low-bidder CW Architects are vetting bidders. Sbona Tower Lobby Renovation:  Glass install and flooring by mid-July; mailboxes end of August.

Modernization Cont.

Monarca Place HVAC/Generator: A/E RFQ due July 30.

Marino Manor Expansion: QA&M ready to begin design phase.

SPECIAL REPORTS:  None

OLD BUSINESS:   Mr. Vasiliou updated the Commission on the proposal for concert promotions at the Long River Village site. After meeting with the consultant, it was strongly advised to not pursue this current proposal. On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to decline the proposal as submitted.

NEW BUSINESS:  Mr. Vasiliou advised the Board of the new Federal holiday, Juneteenth, and its potential impact on the current MHA policy.

OTHER BUSINESS: Mr. Vasiliou informed the Commission that all documents that were required to be submitted for St. Luke’s by MGRS have been approved by HUD and there is no objection to the transfer of ownership.

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Commissioner Stone; it was unanimously voted to adjourn the meeting at 5:36pm.
