REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN

June 12, 2017

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday, June 12, 2017.

Chairman Noglow called the meeting to order at 5:00 p.m. and called the roll.

PRESENT:  Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola, Commissioner, Senova Stone, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: Izzy Greenberg, Commissioner

PUBLIC SESSION: Secretary Vasiliou introduced this year’s recipient of the Angelo V. Aresco Scholarship, Tyshaun James, and presented him with a check for $1000, to be used towards his college expenses.

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Vice Chairman Santacroce; seconded by Commissioner Cacciola, it was unanimously voted to approve the minutes of May 8,  2017 meeting as submitted.

APPROVAL OF BILLS:  On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 5/31/17 A/R which shows an increase of $1197.56 for Conn 9-2, $0 impact for Conn 9-3, an increase of $3816.75 for Conn 9-4, no change for Conn 9-5, an  increase of $9477.68 for State Family and a decrease of $.24 for E -101. Overall it was a very good month.

LEGAL ACTION:  Attorney Boccalatte reported on his 5/31/17 report. It was a fairly standard month in terms of legal action activities. Collections continues to do well.

FINANCIAL: Mr. Guzzi presented the 2017 Income Statement Summary/Annual Report reflecting the closing of the books for fiscal year.

SECTION 8:   Mr. Vasiliou reported that as of 6/8/17 there are 847 Section 8 units in place and the per unit cost is $749.86.  Mr. Vasiliou also referenced the HUD bill which projects that each program is subject to serious cuts.

PERSONNEL:  None

MAINTENANCE: 219 work orders completed in May.

MODERNIZATION: EverSource LED Incentives: Sbona is 99% complete; correct adapter has been shipped for Marino Manor and Monarca site lights. SHRP MR: CHFA  had a final inspection on first 10 building completed.  Pioneer Builders mobilizing to start remaining 18 buildings.  Traverse Square Switchgear plans and specs completed and under review, bid dates TBD. Entry Sysytem and Greenhous Roofs: New bid date for entry and fob system is June 30, plans available June 12 and walkthrough on June 13.

OLD BUSINESS: None

NEW BUSINESS: None

OTHER BUSINESS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola; it was voted to enter into Executive Session at 5:37 pm to receive legal advice and update the Commission regarding a pending legal claim.

It was unanimously voted to return to Regular Monthly Meeting at 5:45 pm.  No motions were made during executive session.

 

There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola, it was unanimously voted to adjourn the monthly meeting at 5:46 p.m.
