REGULAR MEETING OF THE HOUSING AUTHORITY

                                                      OF THE CITY OF MIDDLETOWN

                                                                   June 14, 2021

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, June 14, 2021.

Chairman Noglow called the meeting to order at 5:03 p.m. and called the roll.

PRESENT: Sebastian Santacroce, Vice-Chairman; Larry Riley, Commissioner.; Phil Cacciola, Commissioner;  

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine Juraska, Finance Manager; Jason Lewellyn, Esq.

ABSENT:  Senovia Stone, Commissioner

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Cacciola, seconded by Vice-Chairman Santacroce, it was unanimously voted to approve the minutes of the May 10, 2021 meeting.

APPROVAL OF BILLS:  On motion Vice Chairman Santacroce, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 521 A/R which shows an increase of $1,777.92 for CONN 9-2, an increase of $4,334.00 for Conn 9-3, a decrease of $1,177.82 for Conn 9-4, a decrease of $9.96 for Conn 9-5, an increase $22,063.21 for State Family, and a decrease of $100.56 for E-101.  We continue to deal with large amounts of unpaid tenant accounts receivables and are proceeding with payment arrangements with tenants who have balances.

LEGAL ACTION:  Atty. Lewellyn reported on his report dated 5/31/21.  There were no new cases opened this month and collections remain stagnant.

FINANCIAL:   Ms. Juraska reported that the financial data has been submitted to HUD.

SECTION 8:  Mr. Vasiliou reported that there are 790 units in place. The department has issued proposals for project-basing units, and 44 will be on-line by August.  Staff continues to have briefings.

PERSONNEL:  Mr. Vasiliou reported that Kristy Malave has resigned.  A number of applicants have been interviewed.  Heidi Brown has been offered the position.  Ms. Brown accepted and will begin on Wednesday, June 16.

MAINTENANCE:  179 work orders were completed in May.

MODERNIZATION:  Sbona Main Roof:  Retainage Release approved. Sbona Elevator : All elevators are in service and passed State Inspection.  Awaiting close-out docs. Maplewood Window /Door Replacement: Architect award recommendation to BRD Builders.  Traverse Door Replacement: bid opened June 4.  Six bidders under review by architect.  Sbona Tower Lobby Renovation:  New door entry and wall paint expected mid-June.  Glass install and flooring by mid-July. Monarca Place HVAC/Generator: Preparing RFQ for architect.

Marino Manor Expansion: Site survey complete.  Preliminary meeting with Planning Dept. held on May 19.

OTHER BUSINESS: Mr. Vasiliou apprised the Commission of the City of Middletown’s interests in  possible uses/venues for Long River Village.

There being no further business to come before the Commission, on motion by Vice-Chairman Santacroce, seconded by Commissioner Cacciola; it was unanimously voted to adjourn the meeting at 5:25pm.
